    Overview

    The Arc Westchester, a leading non-profit social service agency in the Hudson Valley has a senior leadership opportunity available for an Assistant Executive Director for Quality Improvement and Compliance.

    The Assistant Executive Director for Quality Improvement and Compliance (AED/QIC) oversee all quality improvement and compliance functions across the organization to ensure high quality services while safeguarding individuals’ rights, safety, health, and satisfaction. Serving as the Compliance Officer, the AED/QIC ensures ethical and professional operations that comply with all applicable regulations.

    The role also functions as legal advisor to The Arc Westchester, working with outside counsel as needed and reviewing contracts, documents and agreements to ensure adherence to state and federal requirements, including Medicaid standards.

    Responsibilities

    • Oversee and direct all quality improvement and compliance activities across the organization to ensure high quality services while safeguarding individuals’ rights, safety, health, and satisfaction.
    • Serve as Compliance Officer, ensuring organizational adherence to ethical and professional standards, The ARC NY guidelines, and all applicable state and federal regulatory requirements, including maintaining accreditation with the Council on Quality and Leadership (CQL).
    • Serve as the organization's primary point of contact for compliance-related matters and regulatory agencies.
    • Oversee all functions related to HIPAA privacy rules, including the development, implementation, and enforcement of privacy policies and procedures.
    • Ensure that HIPAA training and guidance is provided to staff and leadership.
    • Act as legal advisor to The Arc Westchester, including consultation with outside counsel on legal and regulatory matters.
    • Review, evaluate and approve contracts, agreements, and organizational documents to ensure compliance with Medicaid, state, and federal requirements while proactively identifying and mitigating organizational risk.
    • Develop, implement and oversee comprehensive quality improvement and compliance systems in collaboration with internal and external stakeholders.
    • Oversee the advocacy program and committee of people supported to promote empowerment.
    • Oversee the development, review, monitoring, and distribution of organizational policies and procedures, including Board-level and administrative policies.
    • Oversee the investigations reported related to quality and compliance concerns, complaints, or alleged violations.
    • Supervise and train Directors and other staff that reports to this position.

    Requirements and Skills

    • Requires a Law degree (i.e. J.D., LL.B, LL.M); and a Master's degree in Human Services or related field preferred.
    • Five years' experience, preferably in the specific area of Medicaid waiver services for people with intellectual and developmental disabilities.
    • Considerable knowledge of State and Federal laws and regulations and procedures related to the field of developmental disabilities.
    • Strong leadership skills with the ability to influence cross-functional teams toward a shared vision of quality excellence.
    • Excellent analytical skills for conducting audits, assessing data trends, and implementing corrective actions effectively.
    • Effective communication skills for training staff, presenting reports to executive leadership, and liaising with regulatory agencies.
    • Ability to work cooperatively, individually and collectively with internal and external staff and stakeholders.
    • Ability to facilitate meetings and maintain records.
    • Ability to establish and maintain an effective working relationship with staff, families, members of the Board of Directors, regulator, etc.
    • Ability to supervise staff effectively.
    • Ability to work well with all levels of staff within The Arc Westchester, establishing rapport with program directors, department directors, and professional and support staff.
    • Ability to work with diverse customers, staff and board members.
    • Ability to use computer systems effectively.
