THE POSITION
NALEO Educational Fund, a national nonprofit organization serving the Latino community, seeks a Human Resources Manager to administer various human resources plans and processes for all organization personnel. This will entail managing the development and implementation of personnel policies and procedures; preparing and maintaining the Employee Manual pursuant to Counsel’s review, as well as other guides as legally required.The Human Resources Manager also administers the compensation program, aligned closely with market expectations; and monitors the performance evaluation program working with supervisors.
Additionally, the Human Resources Manager interfaces with brokers to perform benefits administration that includes review, selection, and enrollment of healthcare plans, claims resolution, change reporting, and communicating benefit information to employees directly and through EASE; works with Finance Department for payroll processing and timesheet management; coordinates renewal of all organizational insurance plans with brokers such as Workers’ Compensation, Directors and Officers, Crime, Cyber, Professional Liability, and General Liability, etc.; conducts recruitment for all full-time, part-time, and temporary employees; conducts new-employee orientations/onboarding; performs employee relations counseling, advises on outplacement counseling, conducts investigations, and conducts exit interviews in the off-boarding process; participates in Board and staff meetings and attends other meetings as required; maintains organization charts and employee directory; maintains HRIS through payroll provider - records and compiles reports from databases; maintains compliance with federal and state regulations concerning employment; and performs other related duties as required and assigned.
Working in a team environment, the position reports to the Chief Financial and Operations Officer (CFOO) and is a full-time, exempt position at a salary commensurate with experience and qualifications ranging from $80,000 to $100,000. The position will maintain a hybrid schedule with work in the office as required.
ESSENTIAL FUNCTIONS
- Work closely with Counsel to review and update Employee Manual and other legally required guides
- Work closely with the CEO to review market rate salaries to recommend changes in staff compensation as it affects Evaluation processes; maintain Evaluation schedule to assist Supervisors in their responsibilities to complete annual Evaluations on time
- Work with Brokers to review employee benefits plans to identify those that present the best value for renewal, assisting in the design, recommendation, and implementation of new benefits programs
- Work with Brokers to review and complete all organizational insurance applications required for renewal
- Work with Finance to ensure timesheets are completed for payroll processing and to troubleshoot issues that may arise
- Evaluate and revise internal processes to reduce costs and increase efficiency through technology/software upgrades, better collaborative efforts, and clear communication across Departments
- Document and maintain Standard Operating Procedures manual for all administrative processes for Human Resources
- Coordinate/maintain processing of benefits through the EASE platform, handling enrollments and employee changes
- Coordinate COBRA management with IGOE upon employee terminations
- Follow through with matters involving Workers’ Compensation, disability, accident and death claims
- Adhere to attendance and punctuality standards of the organization.
QUALIFICATIONS – KNOWLEDGE, SKILLS, AND ABILITIES
- Minimum BA/BS Degree - PHR, SPHR, SHRM- SCP preferred
- Skilled in organizational development, personnel management, budget and resource development, and strategic planning.
- Excellent qualities of integrity, credibility, and commitment to the organization; a proactive, hands-on strategic thinker who will own the responsibility for the efficiency of the internal organization processes and infrastructure of the organization.
- Strong operational experience having worked in a management role for a socially responsible organization with progressive experience leading to at least 6 years’ experience in human resource management.
- Demonstrated success developing and monitoring systems to manage both operational and programmatic work that involve high levels of collaboration.
- Excellent judgment and creative problem-solving skills including negotiation and conflict resolution.
- Strong mentoring, coaching experience to teams with diverse levels of expertise.
- Entrepreneurial team player who can multitask.
- Superior management skills: ability to influence and engage direct and indirect reports and peers.
- Energetic, flexible, collaborative, and proactive; a team leader who can positively and productively impact both strategic and tactical human resource and administrative initiatives.

- If a driver, must have a valid driver’s license with proof of automobile insurance coverage.

Certain physical and mental aspects of performing the essential functions of the position include the following:
- Ability to detect, discern, recognize, and perceive auditory and visual information within normal ranges.
- Dexterity to read, write, type, operate office equipment such as a computer, printer, telephone, calculator, copier, fax machine, pencils, pens, and stapler.
- Ability to remain in a stationary position 50% of the time.
- Ability to lift and carry up to 25 pounds
