The Community Action Commission (CAC) was incorporated in Harrisburg, PA in April 1966 as a private, nonprofit, anti-poverty planning agency serving Cumberland, Dauphin, and Perry Counties. In January 2014, CAC began doing business as Tri County Community Action (TCCA) in order to better reflect its three-county service area; Cumberland, Dauphin and Perry Counties, while also reinforcing Community Action’s promise to change people’s lives and improve communities.
TCCA utilizes a results-oriented approach to promote self-sufficiency, family stability, and community revitalization to eradicate poverty at its root; through empowerment and helping people help themselves.
Historically, the agency mobilized funding through government grants and established an array of programs and services to address its stated mission; to build on the strengths and resources available, provide solutions for complex issues, and empower individuals, families, and communities to move out of poverty. Over 50 years after the organization was incorporated, it is still designated as the principle anti-poverty planning organization in the tri-county area.
TCCA provides comprehensive, long-term self-sufficiency programming for low-income individuals and families in the tri-county region, which include positive youth development and the prevention of juvenile delinquency to at-risk youth, family development and school-readiness programming, parenting education, energy assistance services, and long-term case management. TCCA has multiple community-based locations, providing convenient one-stop experiences for individuals seeking access to computers for job searches, online applications for benefits and assistance, financial literacy education, and linkages to long-term case management services.
