    CBAP assists Philadelphians whose incomes are below the federal poverty level. All of our clients hope to stabilize their finances either through debt/budget conseling or through filing a Chapter 7 bankruptcy. We combine legal and social services to insure that clients are in better financial shape than when they first arrived at our organization.
