    Job type: Voluntary Service (VS) Part-Time

    The International Youth Federation is an international non-profit youth organizations network governed by the present Statutes and the Swiss Civil Code. It is neutral politically and non-denominational, aiming to empower youth worldwide.

    The IYF Bureau of Management (BOM) has direct responsibility for the management and oversight of the organization and provides leadership, advisory, management support to the IYF Headquarters and other executive branches. The role of the Central Human Resources Division (CHRD) is to provide the IYF and its leadership with the best strategic HR advice. Leading the provision of HR business-focused services; the team delivers best practice HR services and interventions that deliver results.

    Reporting to the Director, Human Resources – the Regional HR Manager is responsible for transparent implementation of HR strategies, effective delivery of HR services and management in the assigned region. He/she analyses, interprets and applies HR policies, rules and regulations to the received applications, implement internal procedures and provides solutions to a wide spectrum of complex HR issues.

    To voluntarily represent, positively promote, and uphold the mission of “Empowering youth for a better world” in various programs and opportunities throughout the IYF interventions across member countries.

    Responsibilities

    (A) Ensures implementation of HR strategies and policies:

    • Provide a quality assessment for received applications, through the established quality assessment mechanisms;
    • Participate in the development of management and administrative policies, procedures and work plans with both short and long-term objectives;
    • Support the implementation of BOM/CHRD HR strategy; effective implementation of the internal control, proper design and functioning of the HR management system;
    • Analyze and review recruitment practices and procedures and develop recommendations for improvement;
    • Compile data, produce information and interpret results through conclusion, and develop reports, special documents or publications as assigned; and
    • Support transparent and competitive recruitment and selection processes including updated job descriptions, proper job classification, vacancy announcement, screening of candidates, organization and supporting interview panels and making recommendations on recruitment.

    (B) Provide effective administrative support:

    • Support BOM business processes mapping and elaboration/establishment of internal Standard Operating Procedures (SOPs) in HR management, control of the workflows in the BOM;
    • Collaborate with other HQ colleagues/teams to develop and execute plans and activities that increase effectiveness of current organizational systems, dynamics, culture, competencies, management and related practices;
    • Facility implementation of BOM wide initiatives including leadership training, staff recognition programmes;
    • Elaboration and implementation of the protocol for performance appraisal process, facilitation of the process, elaboration of performance evaluation indicators in consultation with the Senior Management;
    • Design and implementation of training for senior staff on HR issues; and
    • Sound contributions to knowledge networks and communities of practice.

    Language

    Advanced English skills are required for this role.

    Experience

    HR experience (including interviewing) within an NGO, non-profit, INGO (such as the United Nations), government, charity, international development, or youth empowerment organisation is required for this role.
