    Description

    **Purpose of the Role**

    The Business Analyst (BA) will provide expert analysis, insights, and recommendations to improve organisational systems, processes, and strategies. This role ensures that decision-making is informed by robust data, business intelligence, and cultural integrity. The BA will act as the link between stakeholders, technology teams, and governance, ensuring kaupapa-driven outcomes that align with He Whakaputanga 1835, Te Tiriti o Waitangi 1840, and Tino Rangatiratanga.

    The Business Analyst is both a strategic thinker and a problem-solver — providing clarity, solutions, and measurable outcomes in complex environments.

    **Key Responsibilities**

    *Strategic Analysis & Planning*

    • Analyse organisational objectives, priorities, and challenges to provide strategic recommendations.
    • Facilitate the development of short-term and long-term business strategies.
    • Align all recommendations with kaupapa Māori values, tikanga, and tino rangatiratanga.
    • Prepare detailed business cases, feasibility studies, and risk assessments.

    *Requirements Gathering & Stakeholder Engagement*

    • Conduct interviews, workshops, and wānanga with stakeholders (trustees, whānau, hapū, iwi, government agencies, and external partners).
    • Document and validate business requirements with clarity and accuracy.
    • Translate complex needs into practical solutions for technical and governance teams.
    • Ensure that stakeholder engagement respects tikanga, kawa, and cultural protocols.

    *Systems & Process Improvement*

    • Map current systems, workflows, and processes to identify inefficiencies. Recommend improvements that increase productivity, reduce costs, and enhance accountability.
    • Ensure data sovereignty and compliance with Māori, New Zealand, and international standards (e.g., privacy, cybersecurity, ISO frameworks).
    • Work with IT and project teams to implement digital transformation initiatives (AI, blockchain, ERP systems).

    *Data Analysis & Business Intelligence*

    • Analyse and interpret data to identify trends, risks, and opportunities.
    • Provide dashboards, reports, and KPIs to management and trustees.
    • Ensure data collection and reporting frameworks reflect Māori demographics and cultural indicators.
    • Support evidence-based decision-making for kaupapa projects, funding, and governance.

    *Project Management Support*

    • Contribute to project planning, delivery, and evaluation.
    • Monitor milestones, risks, and deliverables across kaupapa projects.
    • Support change management, ensuring smooth adoption of new systems and processes.
    • Provide governance updates and contribute to accountability reporting.

    *Risk, Compliance & Governance*

    • Identify risks (financial, operational, cultural, reputational) and recommend mitigation strategies.
    • Ensure compliance with Te Ture Whenua Māori Act 1993, resource management legislation, employment law, and other statutory obligations.
    • Embed tikanga-based governance principles into all organisational policies and practices.

    **Key Relationships**

    Internal: Chairperson, Project Managers and Research & Policy Analysts.

    External: As per the directive of the Trust Chairperson

    **Skills & Experience**

    • Recognised qualification in Business Analysis, Management, Information Systems, or related field.
    • Proven experience as a Business Analyst (5+ years) in complex organisations.
    • - Strong analytical, problem-solving, and critical-thinking skills.
    • Experience producing business cases, feasibility studies, and requirements documentation.
    • Ability to facilitate stakeholder workshops and communicate effectively with diverse audiences.
    • Understanding of Te Tiriti o Waitangi, He Whakaputanga, tikanga Māori, and Indigenous rights.
    • Proficiency in tools such as Microsoft Power BI, Visio, JIRA, SQL, or similar platforms.

    **Desirable**

    • Experience in Indigenous economic development or kaupapa Māori organisations.
    • Knowledge of Wai 262 and Indigenous IP protections.
    • Familiarity with AI, blockchain, ERP, and digital transformation systems.
    • Bilingual ability (Te Reo Māori and English).
    • Project Management certification (e.g., PRINCE2, PMP, Agile).

    **Commitment**

    • Full-time position with flexibility for hui, wānanga, and occasional travel.
    • Commitment to kaupapa Māori and intergenerational knowledge transfer.
    • Support the Trust’s mission by embedding tikanga, wairua, and integrity into all outputs.

    • Strengthen organisational efficiency, transparency, and accountability.
    • Enable tino rangatiratanga by aligning business systems with tikanga Māori.
    • Deliver evidence-based insights to support long-term Māori sovereignty and growth.
