    Overview

    The International Youth Federation is an international non-profit youth organisation network governed by the present Statutes and the Swiss Civil Code. It is neutral politically and non-denominational, aiming to empower youth worldwide.

    The IYF Bureau of Programme Support (BPS) is the programme management body within the IYF interventions. The Bureau is responsible for implementing the global programme and supporting Regional Administrations in programme management. BPS develop, oversee, and implement general policies, requirements, and processes used by the IYF to deliver programme results. The IYF's expected results and outcomes are outlined in Country Plans, Regional Work Plans, and the Global Programme. These documents

    operationalise IYF’s vision, directions, and strategies as established in the IYF Strategy (2016–2020).

    Under the overall guidance of the Director of BPS, the Global Programme Manager is responsible for oversight of all aspects of the IYF projects and programmes worldwide. Specifically, he/she will lead, supervise and coordinate activities and provide strategic direction for the development and provision of support services in the implementation of the youth empowerment interventions at a global level.

    Mission Statement

    To voluntarily represent, positively promote, and uphold the mission of “Empowering youth for a better world” in various programmes and opportunities throughout the IYF interventions across member countries.

    Responsibilities

    (A) Oversight of programmes and project implementation:

    • Management of IYF global projects in a flexible and participatory manner, with a facilitative approach, while retaining strong focus on results and programme implementation;
    • Oversight and management of programme planning, and implementation with emphasis on achievement of IYF goals and targets;
    • Coordination and supervision of administrative, monitoring and evaluation, financial, and programmatic management of IYF Global Programme aspects in accordance with IYF rules, policies and procedures;
    • Support to the preparation of aggregate reports and ensure they are regularly prepared on activities, outputs and outcomes; and
    • Together with implementing partners and other stakeholders, regularly identify challenges and provide recommendations to mitigate project risks and ensure smooth project implementation.

    (B) Provide administrative and programme support:

    • Oversee IYF’s commitments within the corporate agreements with the Global Fund, ensures effective application of RBM tools, monitors unit work plans, programme effectiveness and achievement of results;
    • Maintaining regular contact with Programme counterparts and key stakeholders;
    • Recruitment, performance and career management and supervision of BPS staff (including outposted staff) to motivate and promote organizational excellence; and
    • Promoting cross-unit teamwork and building consensus within the BPS on key challenges and solutions to address them.

    (C) Establish and maintains strategic partnerships with government, CSOs and technical partners and support resource mobilisation efforts:

    • Maintain high-level strategic partnerships and ensures close cooperation between the IYF and the responsible implementing partners to ensure effective implementation of the agreed activities and delivery of outputs in a timely manner;
    • Lead partnership development on behalf of IYF to develop time-bound and strategic approaches to develop capacity;
    • Leads communication efforts by identifying strategic opportunities to highlight programme achievements and appropriate modalities; and
    • Develop and implement partnerships and resource mobilisation strategies to achieve programme outcomes.

    Language

    Advanced English skills are required.

    Time Commitment

    4-6 hours per week, fully remote and flexible.

    Experience

    Experience managing projects or programmes within an NGO, INGO, charity, non-profit, international development or youth empowerment or similar background is required, along with experience in education, training or capacity building.
