    Description

    The Fiscal Manager is a key member of the Library’s administrative team, this position plans, organizes, and manages activities related to the library’s finance functions including payroll, accounting, and some budgeting. This employee will communicate regularly with internal and external stakeholders, including library colleagues, Board of Trustees, Abington Township staff, vendors, and Friends of the Library. In addition to fiscal management, this employee serves as the Human Resources liaison to Abington Township on behalf of Library employees. Work is performed under the regular supervision of the Executive Director.

    Tasks:

    • Manages and participates in all activities related to the library’s accounting function, including the accounting system, payroll, accounts payable, accounts receivable, processing, and issuance of checks and cash receipts, year-end financials and year-end cash position. Reconciles all bank accounts on a monthly basis.
    • Manages and participates in the development and administration of the library’s monthly and annual operating and capital budgets for Library Board of Trustees and Abington Township Administration.
    • Prepares and maintains detailed financial records and files; Prepares financial reporting and analysis models; Prepares a variety of weekly, monthly and annual financial reports and resolves discrepancies.
    • Creates and maintains procedures to ensure continuity of work, as well as evaluation of accounting procedures and financial controls. Ensures compliance with applicable laws, regulations, and accounting standards and recommends changes to financial and accounting policies.
    • Maintains digital financial records, reconciles accounts, makes bank transfers and deposits, uses remote capture deposit program for check deposits, and Square direct deposit for credit card payments.
    • Participates in preparation of annual report to Commonwealth Libraries and its associated financial and documenting files.
    • Performs month-end and year-end activities, including preparation and submittal of NEC 1099 forms.
    • Assists in the preparation of the annual budget and annual audit; prepares financial statement; and assists auditors with annual report.
    • Assumes responsibility for coordination of annual audit process. Responds to and implements audit recommendations.
    • Reviews time sheets, prepares and submits payroll, manages all payroll-related functions and reports, and maintains employee records, in coordination with Administrative Assistant.
    • Manages onboarding process for new employees.
    • Serves as the Human Resources liaison to Abington Township and attends weekly Human Resources meetings.
    • Monitors trends, innovations, and changes to regulations or technology in the fields of finance, accounting, and payroll, and evaluates their applicability to the Library.
    • Maintains financial reporting for grants, memorial, endowment, fundraising and special income accounts, and prepares information for grant reports as needed.
    • Reviews cash receipts and disbursement journals and reports.
    • Maintains long term record storage.
    • Collaborates effectively with other departments.
    • Performs other related tasks as required.
