    Description

    The Maryland Clean Energy Center (MCEC), is seeking a Senior Accountant to join the MCEC team and support the Chief Financial Officer in managing grant, program, and overall accounting functions.

    MCEC is a not-for-profit corporate instrumentality of state- created statutorily by the Maryland General Assembly. A Board of Directors, appointed by the Governor, provides oversight for the organization.

    MCEC serves as a statewide green bank with a mission to transform the energy economy in Maryland by increasing clean energy jobs, driving commercialization of technological innovations, and enabling consumer adoption of clean energy products and services. MCEC facilitates access to capital through leveraged or direct investment and operates financing programs targeted to serve various consumer audiences, and underserved communities. The Center provides specialized procurement and technical services to facilitate and expedite project implementation.

    ESSENTIAL FUNCTIONS

    General

    • Assist CFO in managing the general accounting functions, including, but not limited to, accounts payable, accounts receivable, general ledger
    • Conduct month-end close, including reconciliations
    • Help with quarterly and year-end financial audit activities and the annual corporate financial controls audit
    • Assist in preparing budgets and forecasts
    • Assess current practices and procedures and make recommendations for improvements
    • Prepare, review, and analyze financial statements to ensure accuracy and completeness
    • Perform ad hoc analysis and projects as requested
    • Work and communicate effectively across all levels of the organization

    Grant & Program Accounting

    • Assist in preparation and monitoring of agency indirect cost rate for federal agency approval in accordance with applicable regulations and GAAP.
    • Prepare management reports related to revenue and funding for program directors.
    • Review sub-awardee bills and receipts submitted by the grant team for reimbursement or draw and verify the documents are accurate and acceptable for reimbursement.
    • Code bills and credit card transactions per the related grant & program budgets and internal accounting code system
    • Perform grant-related post-award functions, including periodic invoicing, budget and expense analysis, financial reporting, labor distribution changes, reconciliations, re-budgeting, and grant closeout.
    • Create, maintain, and execute a highly detailed and accurate grant and contract recordkeeping of approved agreements and related budgets.
    • Post monthly grant & program allocation entries
    • Prepare accurate and timely financial data on grants & programs for internal management purposes and assist grant staff with preparing performance reports.
    • Assist in preparing and reviewing schedules for the Uniform Guidance Single Audit.
    • Ensure financial compliance of grants with private local, state, and federal agencies' policies/ procedures and donor rules/regulations.
    • Perform ad-hoc financial analysis in response to requests or to support the grants and program teams.
    • Attend and participate in meetings with grant & program managers about budget, expenses, and any fiscal concerns.
    • Attend budget, budget amendment, and billing training when needed.

    EDUCATION & EXPERIENCE

    • Bachelor's degree in accounting from a four-year college or university.
    • Minimum 5-7 years related experience
    • Experience with grants management, program management, restricted & unrestricted funds as it relates to compliance and reporting of government, corporate, and foundation grants is strongly preferred, including Federal, State, and Private Grants.
    • Commitment to clean energy, climate action, and sustainable finance demonstrated through academic and/or professional history
    • Excellent organizational skills and attention to detail
    • Strong communication and interpersonal skills, with a customer service mindset.

    LICENSES AND CERTIFICATIONS

    Possession of a valid driver's license meeting the requirements of Maryland law and other Maryland Clean Energy Center (MCEC) Policies.

    PHYSICAL DEMANDS

    Visual requirements for computer activities are essential. While performing the duties of this job, the employee is routinely required to talk, hear, sit, walk, bend, and stoop, reach with hands and arms, use hands and fingers.

    WORK LOCATION AND SCHEDULE

    MCEC supports a hybrid work environment. This position is primarily based at our College Park, MD office, with a combination of on-site and remote work to support collaboration, efficiency, and program needs.

    WORK ENVIRONMENT

    The candidate will be expected to be results oriented and perform responsibilities with an appropriate sense of urgency cognizant at all times of strict timeframes. Success in this position will depend on ability to work effectively in a fast-paced, dynamic environment. The noise level in the work environment is usually quiet to moderate. MCEC generally allows for hybrid work environment. MCEC’s office is located in College Park, MD.
