Housing Navigator (P/T Contract)

Position Summary:

The Housing Navigator will work up to 29 hours per week to make connections with landlords, property managers and low-income housing complexes in Cecil and Harford counties to increase the number of available units for individuals who are experiencing domestic violence and homelessness. The Housing Navigator will assist and advocate for survivors to locate, secure, and retain affordable, safe housing.

Position Responsibilities

1. Develops and maintains accurate and current housing portfolio. Provides participants and organizations within Cecil and Harford counties listings of potential housing options in alignment with their safety needs and geographic preferences.
2. Advocates on behalf of survivors to expedite their access to housing.
3. Serves as a neutral party during landlord-tenant issues.
4. Arranges for timely inspections and landlord corrective actions.
5. Determines rent reasonableness for inspected units prior to rental assistance and lease approval.
6. Cultivates relationships with landlords and property managers to expand access to housing for survivors.
7. Develops survivor-specific expertise in available affordable housing sites, including safety planning considerations, and housing subsidies.
8. Trains landlords and property managers on the unique housing barriers experienced by survivors, VAWA housing protections and requirements, and about programs such as rapid rehousing and permanent supportive housing.
9. Create marketing materials that organizations can use in Cecil and Harford counties.
10. Attend case conferencing meetings with Cecil and Harford counties.
11. Participates in the Local Homelessness Coalition for Cecil and Harford counties.
12. Train staff at domestic violence programs in Harford and Cecil counties on VAWA housing protections
13. Meet with the Balance of State Coordinated Entry staff on a routine basis to review project progress and strategy.
