    The Solano Transportation Authority (STA) was created in

    1990through a Joint Powers Agreement (JPA) between the cities ofBenicia, Dixon, Fairfield, Rio Vista, Suisun City, Vacaville, and Vallejoand the County of Solano to serve as the County TransportationAuthority (CTA) for Solano. As the CTA for the Solano area, the STApartners with various transportation and planning agencies, such asthe Metropolitan Transportation Commission (MTC) and CaltransDistrict 4.
