As a leader in the General Assembly, Adam fights to advance progressive priorities, including preventing gun violence, making it easier to vote, preserving reproductive freedom, and equality for all Virginians.

In the General Assembly, Adam serves as the Chair of the influential General Laws and Technology Committee as well as five other Senate Committees: Finance and Appropriations; Commerce and Labor; Privileges and Elections; Senate Rules; as well as the Transportation Committee.

During the 2020 legislative session, Adam passed a comprehensive ban on discrimination in employment, housing, and public accommodations on the basis of sexual orientation or gender identity (SB 868, 2020), making Virginia the first Southern state to create such protections for the LGBT community. After years of work, he also passed legislation to decriminalize marijuana (SB 2, 2020) and to allow employees to sue employers for stealing their earned wages (SB 838, 2020).

In 2021, Adam passed legislation making Virginia the first Southern state to legalize marijuana (SB 1406, 2021), establishing statutory penalties for unlawful evictions (SB 1215, 2021), and banning firearms in state-owned facilities and the grounds of the State Capitol in Richmond (SB 1381, 2021).

He is the Chair of the Cannabis Oversight Commission, and the Commission on Unemployment Compensation, a member of the Northern Virginia Transportation Commission, the School Readiness Committee, the Joint Subcommittee on Health and Human Resources Oversight, the Task Force to Commemorate the Centennial Anniversary of Women's Right to Vote, and serves as Vice-Chair of the Joint Commission on Technology and Science. He is also the Co-Chair of the General Assembly Gun Violence Prevention Caucus and a former steering committee member of the American State Legislators for Gun Violence Prevention.
