In August 2016, Oakland City Attorney Barbara Parker launched a Community Lawyering and Civil Rights unit (CLCR) to expand the City’s capacity to pursue justice for its marginalized inhabitants-those whose health, welfare and basic rights may go unprotected in the absence of legal advocacy. Deploying a combination of affirmative litigation and policy development, the CLCR team was formed as a response to the role of cities in defending democratic rights and pursuing social and economic justice. Working cooperatively within Oakland’s municipal government, the unit functions both as a progressive think-tank and a small but dedicated legal team.
