    Description

    ANHD is hiring for a Mid-level Housing Policy Associate to support ANHD’s policy, research, and advocacy efforts, with a focus on affordable housing development and preservation. This position will involve research, data analysis, legislative analysis, policy development, as well as engaging with community organizations, elected officials, and leading national research and advocacy institutions. The ideal candidate will have significant experience in housing policy, a strong grasp of affordable housing finance, strong analytical and communication skills, and a commitment to racial equity and community-driven solutions.

    About ANHD:

    The Association for Neighborhood & Housing Development (ANHD) is one of NYC’s leading policy advocacy organizations on housing and economic development. We are a coalition of 80+ neighborhood-based affordable housing and community development groups working to build community power to win affordable housing and thriving, equitable neighborhoods for all New Yorkers.

    Responsibilities:

    Policy and Advocacy:

    • Support advocacy focused on legislative, administrative, and budget policies to preserve and develop affordable, subsidized housing and ensure the long-term sustainability of the non-profit affordable housing development sector.
    • Lead development of new policy proposals and recommendations, often in collaboration with ANHD’s organizing staff and coalition partners, to support ANHD’s campaign goals.
    • Monitor, research, and analyze housing-related legislation and policy proposals at the city, state, and federal levels. Write and deliver testimony on relevant legislation.
    • Serve as a subject matter expert in general housing policy, affordable housing development, preservation and management, housing finance, underwriting, and mission-driven development.
    • Provide research and technical assistance to coalitions, legal service providers, community organizations, and advocacy groups.
    • Communicate our housing policy work in a variety of formats, including reports, blogs, testimony, 2-pagers, infographics, etc, for a range of audiences. Engage with elected officials and government staff to advance ANHD’s policy priorities.
    • Apply skills in data analysis, research, and policy writing to inform internal and externally facing areas of work, campaigns and stakeholder engagement.
    • Stay informed on emerging issues in housing justice and community development and, at senior level, provide thought leadership on key issues.
    • Represent ANHD in coalitions and working groups, with partner organizations, and with government agency staff and elected officials as appropriate and related to areas of expertise.

    Technical Assistance and Capacity Building:

    • Collaborate with Capacity Building staff to support ANHD’s Community Development Fellowship program, Affordable Housing Institute trainings, and Sustainability programming for non-profit developers.
    • Develop accessible educational materials for use with tenant leaders, organizers, advocates, elected officials, and the general public.
    • Support ANHD’s ongoing Community Development Corporation Advocacy Committee, and coordinate the committee’s peer learning subgroup for CDC project managers to identify and pursue.

    Salary:

    The salary range for this position is $70,000 to $79,000, depending on experience.

    Requirements:

    • A minimum of 3 years experience in a policy, advocacy, finance, or government role related to affordable housing and/or community development finance, underwriting, asset management, or preservation.
    • A strong working knowledge of affordable housing finance and underwriting.
    • Strong research, analytical, and data interpretation skills.
    • Ability to translate complex data and policy into accessible information for varied audiences.
    • Excellent written and verbal communication skills, including experience writing reports, and writing and delivering testimony.
    • Ability to build and maintain strong working relationships with a variety of stakeholders, including elected officials, government agency staff, policy advocates, housing developers, tenant organizers, and community members.
    • Strong project management skills, and an ability to work collaboratively and balance multiple projects effectively.
    • Commitment to New York City’s neighborhoods, non-for-profit community development corporations, community organizing, and grassroots organizations.
    • A strong focus on achieving equitable results, and proficiency in using a justice and equity perspective in data analysis, research, policy development, and interpersonal communication.

    Preferred but not required:

    • Graduate degree in public policy, urban planning, or other relevant area.
    • Familiarity with NYC’s affordable housing and/or community development landscape.
    • Familiarity with the New York City and/or New York State budget and legislative processes.
    • Experience organizing and hosting events on topics relevant to your work (ie, panels, workshops, focus groups,etc).
    • Experience interacting with funders, and/or shaping policy initiatives for grant proposals.
    • Ability to monitor and track project budgets and deliverables.
