    Description

    Title: Program Analyst

    Status: Non-Exempt, Full Time

    Reports to: Director of Monitoring & Evaluation

    THE POSITION

    The Program Analyst position will be responsible for the oversight of the analytical and logistical requirements of multiple programs and contracts within the organization.

    KEY RESPONSIBILITIES

    The Program Analyst will identify strategic operational activities and assist with their development, including:

    • Work alongside the Director of Monitoring and Evaluation to ensure that all grants, proposals, applications, contracts, and reports are submitted in a timely fashion.
    • Support collection and organization of information from various sources for program planning/review, contract evaluation requirements.
    • Assist in developing and maintaining evaluation and monitoring plans to evaluate all organizational programs.
    • Manage various databases across multiple platforms to ensure accuracy.
    • Monitor and manage all incoming back-end data for accuracy and timeliness.
    • Offer support in monitoring contracts: timelines, milestones, and deliverables under contract objectives; monitoring budgets, as needed.
    • Analyze data and provide recommendations for program and operational processes; make recommendations for improvement based on trends and professional program knowledge.
    • Ensure staff compliance with monitoring and evaluation deliverables for all grants and contracts.
    • Assist with conducting and writing reports for grants and contracts.
    • Assist with training and providing technical assistance to organizational staff and partners in the administration of evaluation and data collection tools.
    • Assist with hosting professional development opportunities for staff to ensure transparency across the organization regarding contracts, grants, monitoring and evaluation, analysis etc.
    • Maintain confidentiality.

    Federal Contract Duties:

    • Under the guidance of the Director of Monitoring & Evaluation, oversee the implementation and the data collection of the virtual sexual health program, Vision of You.
    • Act as Co-Primary Investigator on Institutional Review Boards (IRB) to uphold required IRB processes, rules and regulations. Files reports and audits as necessary.

    Advancement Collaboration Responsibilities

    • As needed, create graphics, brochures, flyers, fact sheets, and other print/ electronic publications and communication pieces to support organizational programming.
    • Collaborate with the Communications Manager to create, compile, and post content relevant to federal, state, and local grants on all social media channels.
    • Provide information to the Communications Manager to ensure accuracy of website content, data, and images as needed.
    • Assist in developing, writing, editing, and distributing internal communication materials such as newsletters and inter-departmental memos.

    Other duties may be assigned based on the needs of the programs and organization.

    QUALIFICATIONS

    Experience:

    • Minimum one year’s experience managing a program.
    • Minimum of one year’s experience in program development and facilitation of youth-based programs, or other equivalent experience.
    • Solid understanding of youth development theories.
    • Experience writing analytical reports.
    • Experience working with a variety of systems such as but not limited to Salesforce, Alchemer, Survey Monkey, or Qualtrics.
    • Experience working with Institutional Review Boards.

    Education:

    • Bachelor's degree OR equivalent experience in research, data analytics, social statistics or related field

    Skills & Abilities:

    • Empathy, patience, and the ability to listen actively to stakeholders.
    • Effective verbal and written communication skills that simplify and easily communicate concepts and issues.
    • Presentation and group facilitation skills (in-person and virtual)
    • The ability to develop a detailed working knowledge of PRO programs and initiatives.
    • Analyze situations, think critically, and carry out appropriate and effective actions based on established procedures or policies.
    • Highly proficient in Microsoft Office or the ability to learn a new system
    • Ability to apply critical thinking while executing transactions and tasks.
    • Manage multiple projects with conflicting deadlines simultaneously.
    • Have access to reliable transportation.
    • Communicate and work effectively across the organization, requiring tact, diplomacy, discretion and maintaining confidentiality.
    • Analyze situations and carry out appropriate and effective action based on established procedures.
    • Work both independently and collaboratively, set priorities, develop goals and actively seek out program resources.
    • Self-motivated and able to motivate team members
    • Problem solves with minimum oversight, reaching out for guidance as needed
    • Monitor contractual deliverables from beginning to end
    • Develop and monitor evaluation plans and tools
    • Manage and Utilize databases such as Excel, Alchemer, or Qualtrics.

    Knowledge:

    • Issues related to high-risk youth & youth development, particularly those which relate to substance abuse, violence, ethnic & culture and geographic differences and the subsequent problems.
    • The education system, including public schools, vocational/technical schools, and colleges.
    • Youth Development Principles and Practices.
    • Standard Monitoring and Evaluation practices.
    • Federal, State, County or City grants and basic reporting requirements.

    OTHER REQUIREMENTS

    • Capable of providing Employment Eligibility Verification.
    • Complete and pass background screening.
    • Possess a Valid California Driver's license and evidence of insurance coverage.
    • Tuberculosis testing will be required.

    • This is sedentary work in an office setting. While performing the duties of this job, the employee is frequently required to stand, sit, walk, stoop, talk, hear, reach above and below shoulders; use hand and finger dexterity, keyboarding and making and receiving telephone calls. The employee may be required on occasion to lift and or carry up to 25 lbs.
    • The employee frequently is required to use hands and fingers to handle or feel and reach with hands and arms. The employee is occasionally required to stand and walk. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.

    LOCATION AND HOURS

    Our typical business hours are Monday through Friday, 8:30am to 5:00pm. This position requires flexibility to meet organizational needs. Availability outside of standard hours, including evenings and weekends, may be required to support operations, events, or urgent matters.

    This position is based in our Sacramento offices with an expectation of regular in-person presence to support our team, operations, and program development. Remote or hybrid work arrangements may be approved on an individual basis, aligned with organizational needs and leadership approval.

    Benefits
