Data Center Policy Associate
Hybrid Role in Washington State (other locations in the Northwest may be considered)
About the NW Energy Coalition (NWEC):
Established in 1981, NW Energy Coalition is an alliance of around 100 environmental, civic, and human service organizations, utilities, local government agencies, and businesses in Oregon, Washington, Idaho, Montana, and British Columbia, plus many individual members. Our mission is to advance clean, equitable, and affordable energy policies by leveraging our analytic expertise and convening a broad alliance of people and organizations.
Energy policy is critical to the Northwest’s economic and environmental health. The Coalition ensures that utilities, state governments, and the region pursue clean and affordable energy strategies to meet energy needs and reduce climate pollution. The Coalition is committed to addressing the equity impacts of the existing and future energy system and the need for more inclusive decision-making as part of ensuring that the benefits of a clean energy economy accrue to all in our communities.
Position Overview
NWEC is seeking a policy associate to join the Coalition team and work with us to advance policy action that addresses the opportunities and challenges for the energy system, environment, and communities associated with the rapid growth of data centers.
The position plays a key role in:
- Shaping policy recommendations and outcomes regarding data centers in Washington and the greater Northwest
- Advancing data center policies and programs in collaboration with Coalition members and allies that protect affordability, reliability, and the environment and maximize benefits for communities
This position is a limited duration, two-year position with the possibility to extend based on funding availability. This position is primarily remote but must be based in the Pacific Northwest with a strong preference for Washington State. The position may require some travel to Olympia during legislative sessions, and occasional regional travel.
Reports to: Regional and State Policy Director
Key Responsibilities
- Represent NWEC in legislative, agency, regulatory, and utility proceedings
- Advocate for policies that advance guardrails for data center development and maximize benefits for communities
- Submit written comments, provide testimony, and engage directly with decision-makers
- Serve on utility and government advisory committees as appropriate
- Build relationships with legislators, agency staff, and other key decisionmakers
- Work with diverse Coalition members, environmental justice and community-based organizations, and Tribes to develop mutually supportive policy positions
- Build capacity and grassroots partnerships to effectively engage in and influence state policy and regulatory initiatives. Help mobilize stakeholders for hearings and advocacy efforts.
- Review and summarize technical analyses, data, and other information to help inform advocacy efforts
- Communicate complex information and positions to a variety of audiences including via fact sheets, blogs, and use of other communication tools
Qualifications
Required:
- 2+ years of experience in public policy, regulatory work, or equivalent experience
- Knowledge of energy, climate, and environmental justice issues
- Strong analytical, writing, and public speaking skills
- Ability to manage multiple priorities in a dynamic environment
- Proven ability to collaborate with diverse stakeholders and decisionmakers
Preferred:
- Experience in energy or utility policy, regulation, or legal frameworks
- Experience working with or alongside low-income and environmental justice communities
- Familiarity with Washington State’s legislative and regulatory processes
- Demonstrated ability to incorporate equity into policy work
- Proven ability to work collaboratively in a dynamic team environment (often virtually)
Compensation & Benefits
- Salary: $78,000–$85,000, depending on experience
- 100% employer-paid medical, dental, and vision insurance
