    POSITION SUMMARY

    Coalition of Orange County Community Health Centers (Coalition OC) is seeking a Project Manager, Policy & Government Affairs to support the planning, coordination, implementation, and monitoring of projects that advance the organization’s policy, government affairs, advocacy, and member engagement priorities.

    Reporting to the Director of Policy & Government Affairs, this position serves as the department’s project management lead and manages multiple concurrent initiatives related to health policy, legislative and regulatory monitoring, advocacy, civic engagement, strategic partnerships, grant-funded activities, and member engagement. The Project Manager will develop project plans and timelines, track deliverables, conduct health policy research and analysis, prepare policy briefs and presentations, coordinate advocacy activities, and facilitate collaboration with Coalition OC staff, member health centers, government agencies, policymakers, associations, and community partners.

    The ideal candidate is a highly organized and collaborative professional with strong project management, research, writing, and communication skills and an interest in healthcare policy and community health.

    Key Responsibilities

    Policy Research & Analysis

    • Monitor state and local legislation, administrative guidance, and healthcare policy developments affecting community health centers.
    • Conduct policy research and prepare policy briefs, issue summaries, presentations, and briefing materials.
    • Develop subject matter expertise in assigned policy issue areas. Develop and maintain project plans, implementation schedules, tracking tools, and status reports to support successful execution of initiative goals.

    Legislative & Regulatory Monitoring

    • Track legislative proposals, regulatory implementation, budget activities, and emerging policy trends.
    • Maintain tracking tools and provide regular updates to the Director of Policy and Governmental Affairs, Coalition leadership, and member health centers.
    • Identify issues requiring member engagement or advocacy.

    Advocacy & Government Affairs

    • Coordinate development of advocacy materials, legislative asks, comment letters, and policy recommendations.
    • Support planning and implementation of advocacy campaigns, legislative meetings, Day at the Capitol, and budget advocacy activities.
    • Coordinate member participation in advocacy initiatives.
    • Support member driven advocacy efforts as requested/needed.

    Project Management

    • Manage departmental projects related to policy initiatives, grants, member engagement, and strategic partnerships.
    • Develop project work plans, timelines, and action trackers.
    • Coordinate cross-functional activities and monitor deliverables.

    Communications & Member Engagement

    • Develop content for policy and government affairs communications, including legislative updates, action alerts, policy briefs, issue summaries, presentations, and member communications.
    • Draft, schedule, and publish policy and advocacy-related social media content in accordance with Coalition OC's communications standards and organizational priorities.
    • Coordinate development of policy-focused newsletter content and advocacy communications in collaboration with the Manager of Communications.
    • Partner with the Manager of Communications to update and maintain policy and government affairs content on the Coalition OC website, ensuring information is accurate, timely, and aligned with organizational messaging and brand standards.
    • Develop educational materials, briefing documents, and advocacy resources that support member engagement and policy awareness.
    • Monitor engagement with policy communications and identify opportunities to improve member outreach and participation.

    JOB REQUIREMENTS

    • Travel throughout Orange County and the state is required; Visiting health centers as needed. Out of state travel is a possibility.
    • Evening and weekend availability may be required to attend events, conferences, and meetings in support of the organizations and members’ needs.
    • Must comply with all organizational policies, confidentiality standards, HIPAA requirements, and applicable state and federal regulations.

    REQUIRED QUALIFICATIONS

    • Bachelor’s degree required in Public Health, Healthcare Administration, or related field.
    • (Preferred) Masters Degree in Public Health, Public Administration, or related field.
    • Minimum of three (3) years of experience in healthcare, community health, public health, project management, or related field.
    • Experience managing healthcare, public health, or grant-funded projects.
    • Demonstrated project management experience coordinating multiple concurrent initiatives with competing priorities.
    • Strong organizational skills with the ability to manage multiple priorities, deadlines, and project activities.
    • Excellent written and verbal communications skills.
    • Strong attention to detail with the ability to manage complex information and documentation.
    • Ability to build collaborative relationships with diverse stakeholders, including healthcare organizations, community partners, funders, and internal teams.
