    Description

    We are seeking an Environmental Program Manager to lead wildlife and water initiatives across Washington State. This program management role focuses on conservation, nonprofit leadership, and environmental stewardship.

    NCAP is a non-profit organization with a mission to protect community and environmental health and inspire the use of ecologically sound solutions to reduce the use of pesticides.

    The U.S. Environmental Protection Agency has stopped regularly publishing national reports tracking the total amount of pesticides used annually, but in the last report released in 2017 it was over one billion pounds per year. This is roughly 3 pounds for every person in the country. This is concerning because pesticides cause imbalances in our natural systems and lead to serious human health concerns and cancers, as well as declines in endangered wildlife. NCAP has advanced alternatives to pesticides through education, research and advocacy since 1977. We work from within and alongside frontline communities. By restoring balance to natural systems, we help people avoid the use of pesticides that contaminate our soil, water and air.

    HEALTHY WILDLIFE AND WATER (HWW)

    The HWW Program works to protect Northwest ecosystems by reducing community reliance on harmful pesticides. We bridge the gap between scientific advocacy and local action to safeguard water quality and support salmon and orca recovery. Our current work is centered in Western Washington, where we work with residents, municipal managers, and the professional landscaping workforce to protect local watersheds and shared waterways.

    POSITION SUMMARY

    The HWW Program Manager provides on-the-ground leadership for the program’s project development and implementation. This role focuses on engaging and organizing communities across Western Washington from the Puget Sound to the Columbia River basin. A key priority for this position is to position NCAP for continued growth by identifying new project opportunities and securing regional funding to expand our impact in the region.

    • FTE: .80 (32 hours per week)
    • Compensation: Salaried at $47,956 annually ($28.82/hour equivalent). More hours may be possible in the future as funding allows.
    • Location: Remote within Western Washington. Regular travel to project sites in King, Pierce, and Clark Counties is required.

    CORE RESPONSIBILITIES

    Program Leadership & Educational Events (currently funded projects)

    • Watershed Watch: Lead "Watershed Watch" community walks in Tacoma to identify pesticide hotspots and develop digital maps for water quality protection.
    • Bilingual Outreach Coordination: Manage the logistical planning for Spanish-language landscaping workshops in King County (Districts 2, 5, 6, and 8). This involves partnership building and event management; facilitation is supported by NCAP’s existing bilingual staff.
    • Nursery Partnerships: Build relationships with nurseries and retail garden centers to promote sustainable land-care practices and expand the reach of HWW resources.
    • Columbia River & Oregon Border: Assist in coordinating initiatives in Southwest Washington and Clark County to reduce pesticide runoff impacting the Columbia River and shared water resources along the Oregon/Washington border.
    • Peer-to-Peer Learning: Organize educational events, build partnerships, secure presenters, and manage all event logistics.
    • Evaluation: Track and evaluate participant gains in knowledge and commitments to land management changes.

    Community Organizing & Advocacy

    • Stakeholder Engagement: Build and maintain relationships with community leaders, municipal managers, and environmental partners from Puget Sound to the Columbia River basin.
    • Resources: Co-develop advocacy toolkits for schools and residents to support local pesticide reduction efforts.
    • Communications: Draft content for blogs, newsletters, and social media to share HWW project updates.

    Grant Management & Fundraising

    • Work with the team to write grant proposals and reports.
    • Assist with general fundraising efforts, including donor outreach and cultivation.

    Shared Leadership & Administration

    NCAP operates under a distributed leadership model that prioritizes equity, collective decision-making, and staff autonomy. Moving away from traditional top-down hierarchies, we utilize a collaborative structure where power and responsibility are distributed across the team. As the HWW Program Manager, you will not just manage a siloed project; you will be an active participant in shaping organizational strategy. Our model relies on consensus-based decision-making and high levels of transparency, supported by regular all-staff strategic sessions and equity discussions. NCAP staff facilitate staff meetings on a rotational basis, participate in peer staff evaluations and contribute to organizational strategic planning and equity milestones.

    CANDIDATE PROFILE

    • Bachelor’s or Master’s degree in Environmental Science, Ecology, or a related field preferred.
    • Experience with pesticide alternatives, IPM, or sustainable landscaping.
    • Spanish language proficiency is a plus.
    • Strong project management skills and the ability to work independently in a remote setting.
    • Interest in shared leadership and consensus-based decision-making.
    • Experience working with diverse communities and stakeholders.

    WORK ENVIRONMENT

    NCAP is headquartered in Eugene, OR, with remote staff across the Northwest. This position is remote within Western Washington to allow for field work and travel in the Puget Sound and Southwest Washington/Oregon border regions.
