BACKGROUND
Refugee Artisan Initiative (RAI) partners with refugee and immigrant women as they work to achieve economic stability. At RAI, artisans overcome barriers to employment through skills and microbusiness training while handcrafting goods from recycled materials.

POSITION SUMMARY
RAI is seeking a Senior Program Manager who will provide leadership, coordination, and supervision across two distinct workforce development programs, each led by a dedicated Program Manager. This role is responsible for ensuring high-quality program implementation, strong staff supervision, effective grant and award management, and alignment of program activities with RAI's mission and strategic goals. The ideal candidate brings both people-management experience and a strong track record in designing, implementing, and overseeing timely program activities..
DUTIES AND RESPONSIBILITIES
Program Leadership & Supervision
- Supervise, coach, and support two staff members who each lead a separate workforce development program, including regular one-on-ones, performance management, and professional development planning.
- Ensure both programs are implemented on time, within budget, and in alignment with grant/award requirements and organizational goals.
- Foster collaboration and shared learning between the two program teams.
- Serve as an escalation point for program challenges, troubleshooting operational, participant, and partner issues.
Award & Grant Management
- Work with the Grants Manager and Development Director to design new program awards, including drafting logic models, work plans, budgets, and performance metrics.
- Support the Development Team’s management of grants/contracts, including compliance, reporting, budget tracking, and timely deliverables.
- Partner with the Development team on grant proposals, renewals, and funder relationships; provide programmatic content and data for reports and applications.
- Monitor award spending against budget and ensure appropriate use of funds in accordance with funder guidelines.
Program Design & Quality
- Support curriculum, workshop, and service design for workforce development programming, ensuring cultural responsiveness and participant-centered practice.
- Establish and monitor program outcomes, KPIs, and data collection systems; use data to drive continuous improvement.
- Ensure consistent intake, case management, and participant tracking practices across both programs.
Cross-Functional & External Coordination
- Represent RAI with funders, government agencies, workforce partners, and community organizations.
- Coordinate with Finance and Development teams on budgeting, reporting, and compliance needs.
- Support the Executive Director with strategic planning and organizational reporting.
QUALIFICATIONS
Required
- 5+ years of program management experience, including at least 2 years supervising staff.
- Demonstrated experience designing and implementing programs(e.g., federal, state, local, or foundation grants), including developing workplans and meeting all reporting requirements.
- Strong project management skills with the ability to manage multiple programs and competing priorities.
- Excellent written and verbal communication skills, including grant reporting and funder communication.
- Demonstrated cultural humility and experience working with refugee, immigrant, or other historically marginalized communities.
Preferred
- Master's degree in Public Administration, Social Work, Nonprofit Management, or related field (or equivalent experience).
- Familiarity with case management databases and outcomes tracking systems.
