    Job Title: Human Resources Manager – Part-Time

    Reporting to: Executive Director

    Location: On-site | Bay Ridge Center – Brooklyn, NY

    Employment Type: Part-Time, 20 hours per week.

    Job Description

    The Human Resources Manager is responsible for overseeing all human resources functions at Bay Ridge Center. This role serves as the organization’s primary HR professional and is responsible for employee relations, benefits administration, compliance with labor laws, HR documentation, onboarding and offboarding, and HR-side risk management. The HR Manager ensures that HR operations are compliant, consistent, and aligned with the organization’s mission and operational needs. This role is part-time at 20 hours per week.

    Responsibilities

    Daily / Weekly Tasks

    • Serve as the primary point of contact for employee relations matters, including questions, concerns, and complaints.
    • Handle employee onboarding and offboarding, including orientation, documentation, and exit processes.
    • Manage employment verification requests and respond to staff-related inquiries.
    • Administer employee benefits, including enrollments, waivers, eligibility determinations, and changes.
    • Authorize payroll-related changes such as benefit deductions, pay rate changes, and leave status updates.
    • Track vacation, sick, and other types of leave; track approvals of leave by supervisors and assist supervisors in ensuring adequate coverage remains during leave usage.
    • Assist Operations Director with biweekly payroll processes as assigned.
    • Review and manage employee incident reports related to staff injury, conduct, or workers’ compensation.
    • Coordinate with insurance carriers, legal counsel, and the Workers’ Compensation Board on employee-related matters.
    • Maintain confidential personnel files and ensure proper HR document retention.

    Monthly Tasks

    • Manage employee commuter benefits and HR-side administrative requirements.
    • Review HR compliance items and ensure timely response to government or regulatory inquiries.
    • Monitor benefit deductions and coordinate corrections with payroll as needed.

    Quarterly Tasks

    • Review HR policies and procedures for compliance with New York City, New York State, and federal labor laws.
    • Conduct periodic audits of personnel files to ensure completeness and compliance.

    Annual Tasks

    • Lead open enrollment for health and welfare benefits, including employee communications and plan changes.
    • Distribute required annual notices related to benefits and employment law.
    • Support internal and external audits by providing HR documentation and compliance materials.
    • Assist with HR-related components of contract renewals and funding portal submissions.
    • Oversee HR-related insurance compliance for disability, workers’ compensation, and liability coverage.
    • Archive HR records and oversee document retention and destruction in accordance with policy.

    Additional Core HR Functions

    • Develop, maintain, and update the employee handbook and HR policies.
    • Implement and manage performance management processes, including evaluations and disciplinary procedures.
    • Advise management on employee relations, corrective action, and termination decisions.
    • Ensure compliance with wage and hour laws, leave laws, and workplace regulations.
    • Coordinate HR training requirements, including harassment prevention and compliance training.
    • Support recruitment efforts by coordinating job postings, interviews, and hiring documentation.

    Qualifications

    • Bachelor’s degree required; degree in Human Resources or related field preferred.
    • Minimum of 3–5 years of progressive HR experience, preferably in a nonprofit or human services organization.
    • Strong knowledge of New York City and New York State labor laws.
    • Experience handling employee relations, benefits administration, and compliance matters.
    • Ability to handle sensitive information with discretion and professionalism.
    • Strong organizational, communication, and problem-solving skills.

    Compensation

    Compensation is commensurate with experience and qualifications. A comprehensive benefits package is provided. The expected wage is $35 to $38 per hour.
