Bail Program Manager

NCBF seeks an individual with excellent program management capabilities, as well as the composure and character to engage effectively with community members seeking bail assistance, their family members, attorneys, NCBF partners, and other members of the community. Posting bail is one of NCBF’s primary functions; it’s essential for our Bail Program Manager to optimize operational efficiency in order to reduce the immediate harms of pre-trial detention.

Bail posting operations include being the first point of contact for people requesting bail, coordinating bail posting, and leading the Volunteer Intake and Client Outreach Teams. The volume and complexity of bail requests can be unpredictable, clients’ needs are frequently time sensitive, and all requests require thorough, high-judgment decisioning. The ideal candidate will navigate this work with urgency, accountability, and empathy in equal measure. They must be able to demonstrate the skills necessary to effectively time-manage their responsibilities, while demonstrating the ability to self-regulate and make values-aligned decisions as time-sensitive issues arise, both independently and collaboratively.

In addition to further streamlining bail posting operations, the Bail Program Manager will be tasked with deepening NCBF’s investment in client outreach to support our clients beyond post-bail release. Cultivating stronger community outreach in order to build awareness of our services is also a large component of this role.

Responsibilities:

Bail Posting Operations:

• Lead and optimize the day-to-day administration of NCBF bail-related operations
• Review and manage requests for bail assistance
• Train and coordinate bail payers across counties served by NCBF
• Train and manage Volunteer Intake Team to process new bail requests and manage NCBF’s bail waitlist in accordance with our prioritization process
• Facilitate weekly bail reviews in accordance with NCBF values
• Facilitate post-bail release coordination with attorneys, family members, social workers etc., as needed
• Post bail in the counties we serve, as needed

Data Management:

• Collaborate with Director of Funds Recovery to meticulously track bail outcomes and bail program results
• Partner with Executive Director to develop bail program metrics and reporting for internal use and presentations to NCBF Board of Directors
• Identify opportunities to improve data collection, reporting systems, and program impact
• Track and analyze program data to inform strategic planning and continuous bail program improvement

Client Outreach:

• Strengthen and expand relationships and support with clients post-bail release, including connecting them with organizations and resources
• Train and manage the Volunteer Client Outreach Team
• Lead the maintenance and continuous expansion of NCBF’s resource guide list

Community Outreach:

• Expand community awareness of NCBF’s work and strengthen community partnerships
• Build and maintain relationships with service providers and values-aligned community organizers/organizations by delivering NCBF presentations, representing NCBF at community events, and identifying new opportunities to strengthen community connection
• Build systems and relationships that improve long-term support for individuals following release from detention

Required Qualifications:

• Commitment to mission, vision, and values of NCBF
• Capacity to work remotely in or near Snohomish, King or Pierce Counties and have a reliable vehicle
• Experience in direct service, case management, criminal punishment system navigation, community organizing, and/or nonprofit program management
• Experience coordinating volunteers and/or community-based programs
• Reliable, detail-oriented, and have the flexibility to manage bail posting operations
• Ability to manage multiple priorities while maintaining compassion and accountability
• Proficiency in maintaining an accountable, communicative, and responsive bail program
• Availability to occasionally work in the evenings and weekends for volunteer meetings and events
• Ability to work collaboratively and respectfully with staff, Board, and volunteers
• Demonstrates commitment to racial equity, abolitionist values, cultural humility, directly impacted leadership, and community-centered approaches to justice
• Fluent in English

Preferred Qualifications:

• Lived experience and/or knowledge of the Washington State criminal punishment system, pretrial detention, and bail practices
• Experience centering the voices and lived experience of directly impacted community members
• Strong trauma-informed crisis communication, problem-solving, and relationship-building skills
• Secondary language fluency a plus
