    Job Summary:

    The Northeast Ohio Coalition for the Homeless (NEOCH) is seeking applicants for its full-time Finance Manager position. NEOCH is a 501(c)(3) nonprofit with a mission to eliminate the root causes of homelessness while loving our diverse community through organizing, advocacy, education, and street outreach.

    The Finance Manager is a key position for the continued growth of NEOCH. They are responsible for overall financial reporting and analysis, fiscal support, overseeing our internal controls, and billing our cost reimbursement invoices. Moreover, they will support the agency with HR and administrative duties such as onboarding, payroll and Benefits and administration. This position requires a solid understanding of Generally Accepted Accounting Principles (GAAP) and internal controls. The Finance Manager position must be able to manage several projects simultaneously and meet deadlines.

    Key Responsibilities (including but not limited to):

    Organizational Leadership:

    • Partner closely with the Executive Director and Deputy Director on financial strategy, long-term sustainability, and organizational growth
    • In collaboration with agency leadership, develop and implement financial policies and internal controls.
    • Maintain and continuously improve financial procedures, templates, and tracking systems
    • Oversee and serve as the primary liaison with External Accountant and Invoice Administrator
    • Lead the development and management of organizational and project-based budgets across multiple grants and funding streams, in close partnership with the Executive Director, Deputy Director and Program Directors
    • Work with the Executive Director to complete the Audit and 990.
    • Provide thought leadership and co-create processes for development data entry, gift receipting, acknowledgements and reporting.

    Operations and System Management:

    • Manage day-to-day financial operations including bill payments, check requests, invoicing, and reporting
    • Work with our external accountant to prepare monthly close out and comprehensive monthly GAAP-compliant financial statements
    • Oversee income tracking across grants, contracts, and individual contributions to ensure accuracy, compliance, and alignment with funding commitments with support of agency leadership
    • Review and approve check requests, credit card activity, reimbursements, and payment documentation.
    • Oversee and support organizational compliance with federal and state 501(c)(3) requirements
    • Oversee financial risk management and forecasting
    • Oversee data entry, gift receipting, acknowledgements and reporting for the development team.
    • Coordinate quarterly and annual reconciliation between development and accounting data.
    • Support annual report data collection and approval.

    Grants and Contracts:

    • Develop and manage grant budgets, spending plans, and financial reporting, working closely with Agency Leadership.
    • Track grant allocations, reimbursement schedules, deliverables, and reporting deadlines across funding cycles.
    • Submit monthly cost-reimbursement invoices on time and in compliance with the contract.
    • Support the creation and financial review of Grants, MOUs, subgrant agreements, and partner agreements to ensure compliance and sustainability

    Human Resources & Administration

    • Oversee staff onboarding, payroll coordination, benefits enrollment, and personnel records.
    • Manage payroll and milage reimbursements; track compensation changes, PTO, leave categories, and personnel records
    • Oversee Retirement and Benefits administration
    • Support implementation of personnel policies
    • Cultivate a collaborative, mission-aligned team culture that centers our values and mission.
    • Attend Board and Finance Committee meetings and prepare the meeting minutes.

    Qualifications

    • Bachelor's degree in accounting, finance, or related field.
    • 3 years of accounting experience showing increasing levels of responsibility.
    • Strong foundation in Generally Accepted Accounting Principles and reporting standards.
    • Computer proficiency; accounting and budget software (Quick Books), as well as excellent Excel skills.
    • Experience in non-profit and grant accounting preferred.
    • Experience in homeless services preferred.
    • Excellent communication, organizational, and interpersonal skills.
    • Ability to work flexible hours, including evenings and weekends.
    • Reliable transportation and valid driver’s license.

    Compensation & Benefits

    Work Environment & Physical Demands

    This role requires both office-based and community-based work. The position occasionally requires lifting up to 25 pounds. Reasonable accommodations will be made for individuals with disabilities.
