Position Overview
Project Hospitality seeks an accomplished, mission-driven Deputy Chief Program Officer, Housing, Youth Services and Care Management to advance a critical portfolio serving adults, families, and young people across Staten Island. This senior leadership role offers the opportunity to shape programs that address homelessness, strengthen housing stability, support youth independence, and connect individuals with essential healthcare and care management services.
Reporting to the Chief Program Officer, the Deputy Chief Program Officer, Housing, Youth Services and Care Management provides strategic and operational oversight of Housing and Shelter, Youth Support Services, and Health Home and Care Management. The role is responsible for program quality, staff leadership and development, financial stewardship, regulatory compliance, and measurable outcomes. The successful candidate will combine strategic vision with sound operational judgment, build strong partnerships, and inspire teams to deliver compassionate, coordinated services that respond to Staten Island’s evolving needs.

The Leadership Opportunity
Housing instability, youth homelessness, and complex health needs demand leaders who understand how services, systems, and relationships must work together. The Deputy Chief Program Officer, Housing, Youth Services and Care Management will strengthen the connections across this portfolio so that participants experience coordinated support from initial engagement through long-term stability.
As a key partner to the Chief Program Officer, this leader will establish clear priorities, develop capable program managers, and align resources with service demands. The position calls for an executive who can guide organizational improvement while remaining attentive to the realities facing participants and frontline staff.
Key Responsibilities
Strategic Leadership and Program Integration
- Translate organizational strategy into portfolio plans with clear priorities, accountable leadership, and measurable objectives.
- Align program operations, staffing, budgets, and service outcomes with community needs and contractual commitments.
- Strengthen referral pathways, shared case planning, and transitions across housing, shelter, youth services, care management, and other Project Hospitality programs.
- Identify service gaps and recommend improvements, partnerships, and growth opportunities supported by evidence and available resources.
- Provide the Chief Program Officer with timely analysis, recommendations, and updates on portfolio performance and emerging risks.
Housing and Shelter Leadership
- Provide oversight of assigned emergency shelter, transitional, supportive, and affordable housing programs and related housing stability services.
- Establish consistent standards for safe, dignified environments, responsive case management, and dependable program operations.
- Advance housing placement and retention by addressing barriers, strengthening partner coordination, and improving transitions to appropriate permanent housing.
- Partner with Operations and program leadership to address site conditions, staffing coverage, emergency preparedness, and resident concerns.
- Ensure participant experiences and feedback inform service improvement and accountability.
Youth Support Services
- Direct youth housing, drop-in, and supportive services that promote safety, belonging, and progress toward independence.
- Strengthen access to education, employment, life skills development, counseling, and stable housing.
- Ensure services reflect young people’s developmental needs, cultural identities, strengths, and goals, including those of LGBTQ+ youth.
- Support family engagement and reunification when appropriate and safe.
- Develop partnerships that expand opportunities for young people and improve continuity of support.
Health Home and Care Management
- Provide leadership for care coordination serving individuals with complex medical, behavioral health, and social support needs.
- Strengthen outreach, enrollment, engagement, and retention so eligible participants receive timely and consistent services.
- Oversee care planning, caseload management, documentation quality, and coordination with healthcare providers and community partners.
- Improve transitions of care and connections to housing, benefits, food access, transportation, and other essential supports.
- Collaborate with Finance and quality teams to improve productivity, billing readiness, reimbursement performance, and program sustainability while maintaining service quality.
Staff Leadership and Organizational Culture
- Supervise, mentor, and develop assigned program leaders, establishing clear expectations and consistent management practices.
- Build leadership capacity through coaching, performance feedback, professional development, and succession planning.
- Partner with Human Resources to recruit and retain qualified staff and address vacancies, workload pressures, and workforce needs.
- Promote a culture of professional accountability, collaboration, equity, and respect.
- Maintain a visible presence across program sites and model trauma-informed, person-centered practice and appropriate professional boundaries.
- Support staff well-being through effective supervision, realistic workload planning, and timely attention to operational challenges.
Quality Assurance and Risk Management
- Ensure compliance with applicable contracts, funder requirements, privacy obligations, and program standards.
- Partner with quality and compliance teams to maintain audit readiness, address findings, and implement corrective actions.
- Ensure serious incidents, safety concerns, grievances, and operational risks are promptly escalated and addressed.
- Use participant feedback, program reviews, and performance data to identify concerns and strengthen service delivery.
- Maintain effective communication with the Chief Program Officer regarding significant issues and recommended responses.
Financial Stewardship and Performance
- Develop and manage portfolio budgets in partnership with Finance and the Chief Program Officer.
- Monitor spending, staffing, utilization, revenue, and contractual performance to identify risks and support timely decisions.
- Establish meaningful performance measures and use dashboards to guide improvement and resource allocation.
- Balance service priorities with responsible financial management and long-term program sustainability.
- Prepare clear program and financial updates that support executive decision-making and Board oversight.
Community Partnerships and External Representation
- Represent the portfolio with government agencies, housing partners, healthcare providers, schools, and community organizations, as delegated by the Chief Program Officer.
- Build relationships that improve service access, housing opportunities, and continuity of care.
- Collaborate with Development on funding proposals, program narratives, and impact reporting.
- Communicate program needs and outcomes effectively to internal and external stakeholders.
- Advance Project Hospitality’s role as a responsive partner in addressing Staten Island’s needs.
Qualifications:
- Bachelor’s degree in social work, public administration, public health, human services, or a related field required; a relevant master’s degree preferred.
- At least eight years of progressively responsible human services experience, including five years leading programs, supervising managers, and managing budgets.
- Demonstrated success overseeing complex programs across multiple sites, with substantial experience in housing or shelter services and additional experience in youth services, Health Home, or care management.
- Strong understanding of New York City and New York State service systems, public funding and contracts, housing pathways, and Medicaid-funded care coordination relevant to the portfolio.
- Demonstrated ability to improve outcomes, strengthen compliance, interpret financial and program data, and lead organizational change.
- Experience developing program leaders, strengthening team performance, and managing competing operational priorities.
- Excellent communication, relationship-building, and decision-making skills, including sound judgment in urgent or sensitive situations.
- A demonstrated commitment to equity, participant dignity, trauma-informed care, and an inclusive workplace.
Knowledge of Staten Island’s community and service network, experience with 24-hour residential operations, and relevant clinical licensure are preferred. Equivalent combinations of education and substantial leadership experience will be considered.

Work Expectations
The position requires regular presence across Staten Island program sites and flexibility for occasional evening or weekend responsibilities and urgent program needs. The portfolio includes services operating 24 hours a day, requiring responsive leadership and coordination with program managers.
