    About Us: The Student Basic Needs Coalition (SBNC) is a national nonprofit working to end college student food, housing, and healthcare insecurity. We partner with colleges, states, and students to build equitable systems that connect students to the resources they need to thrive. Our newest tool, Navvy, is an AI-powered benefits access platform that helps college students screen for and apply to public benefits like SNAP and Medicaid in under 30 minutes.

    Position Overview: SBNC is seeking a highly organized and relationship-driven Wisconsin Program Manager to lead the execution of a statewide benefits access initiative across 31 college campuses in Wisconsin. This role is responsible for ensuring consistent student screening and application completion through the Navvy platform, managing campus relationships, overseeing a research partnership tied to the Wisconsin implementation, and supervising an intern supporting benefits appeals.

    This is a 12-month contract position funded through a grant, with the possibility of extension based on performance and future funding. This role is ideal for someone who excels at cross-campus coordination, accountability tracking, and implementation management at scale.

    The Wisconsin State Implementation Manager reports to the Director of Campus Programs and works closely with SBNC’s Product, Research, and Student Support teams. While this role is focused on Wisconsin, we are recruiting nationally.

    Key Responsibilities:

    Statewide Campus Implementation & Partnerships (50%)

    • Serve as the primary relationship manager for 31 Wisconsin colleges and universities participating in the Navvy implementation.
    • Ensure each campus is actively screening students and that eligible students are completing the full benefits application process through the platform.
    • Conduct regular check-ins with campus points of contact to monitor progress, troubleshoot barriers, and reinforce implementation expectations.
    • Track campus-level performance metrics, including screening volume, application completion, and benefits outcomes.
    • Coordinate training and onboarding for new campus partners as needed.
    • Ensure campus compliance with data-sharing, reporting, and implementation requirements tied to the grant.

    Research Contractor & Product Learning Management (25%)

    • Serve as the day-to-day liaison to an external research contractor conducting product and implementation research in partnership with the Wisconsin deployment.
    • Coordinate timelines, deliverables, and communication between SBNC staff, campus partners, and the research team.
    • Support onboarding of the research team to campus partners and facilitate data access as approved.
    • Translate research insights into actionable feedback for SBNC’s product and program teams.
    • Track progress against research milestones and ensure alignment with grant deliverables.

    Benefits Appeals & Intern Management (15%)

    • Supervise and manage an intern supporting benefits appeals and case follow-up related to the Wisconsin implementation.
    • Ensure timely coordination between campuses, students, and appeals processes.
    • Monitor quality, documentation, and turnaround times for appeals support.
    • Provide training, oversight, and weekly supervision to the intern.

    Data, Reporting & Grant Accountability (10%)

    • Maintain accurate records of statewide implementation progress and outcomes.
    • Contribute to monthly and quarterly grant reporting related to campus activity, student outcomes, and research milestones.
    • Flag risks to implementation early and proactively work with leadership to resolve issues.

    Required Qualifications:

    • 3–5 years of experience in higher education, social services, public benefits, research coordination, or a related field.
    • Strong project management and multi-stakeholder coordination skills.
    • Excellent communication, follow-up, and relationship-building abilities.
    • Demonstrated ability to manage external partners or contractors.
    • Experience working with low-income, first-generation, or under-resourced student populations.
    • Ability to work independently in a fast-moving, remote environment.
    • High attention to detail, accountability, and deadline management.

    Preferred Qualifications:

    • Experience with SNAP, Medicaid, or public benefits application support.
    • Experience managing statewide or multi-site initiatives.
    • Familiarity with research coordination, product testing, or program evaluation.
    • Experience supervising interns or entry-level staff.
