    Description

    RAP is seeking a highly organized and collaborative Program Manager to support the planning, execution, and coordination of complex policy programs across multiple regions and funding streams. This role sits at the intersection of program delivery, grant management, budgeting, and team leadership.

    The Program Manager will work closely with policy experts on the U.S. programs team to ensure projects are delivered on time, aligned with grant requirements, and resourced appropriately. This role requires strong project management discipline, experience managing teams and resources, and familiarity with nonprofit grant funded environments.

    The ideal candidate brings a combination of operational rigor, financial awareness, and program leadership, enabling RAP’s policy teams to focus on delivering high impact work while maintaining strong accountability to funders and internal stakeholders.

    ESSENTIAL FUNCTIONS

    Program and Project Management

    • Lead the planning and coordination of complex multi-year policy programs and initiatives.
    • Develop and maintain program workplans, timelines, and deliverable tracking across teams and regions.
    • Ensure projects progress according to agreed scope, milestones, and funder expectations.
    • Identify and manage risks, dependencies, and cross team coordination needs.
    • Support program leadership in translating strategy into actionable implementation plans.

    Budget Management

    • Manage program budget in collaboration with RAP’s finance team, ensuring alignment between grant funding, project activities, and staffing plans.
    • Monitor grant spending and budget utilization across multiple funding sources.
    • Support development of grant proposals, program budgets, and financial reporting to funders.
    • Ensure compliance with nonprofit grant requirements and internal financial controls.

    Resource Planning and People Management

    • Manage program staff and consultants and support workload planning across initiatives.
    • Coordinate staffing plans and resource allocation to ensure programs are adequately resourced.
    • Provide mentorship, guidance, and performance feedback to team members as appropriate.
    • Collaborate with leadership and operations teams on capacity planning and hiring needs.

    Cross Functional Coordination

    • Serve as a key liaison between program teams and RAP’s operations functions including finance, people operations, and communications.
    • Ensure program activities align with organizational policies, reporting requirements, and operational processes.
    • Support preparation of program updates for leadership, funders, and internal stakeholders.

    Program Operations and Continuous Improvement

    • Develop and improve program management systems, tools, and processes that support efficient program delivery.
    • Strengthen coordination across global teams and promote effective knowledge sharing.
    • Contribute to strengthening RAP’s program management discipline as the organization continues to scale its global impact.

    MINIMUM QUALIFICATIONS

    • Bachelor’s degree in public policy, environmental policy, business administration, international development, or a related field.
    • Minimum of 5 years of relevant professional experience in program management, project management, or nonprofit operations.
    • Demonstrated experience managing complex projects with multiple stakeholders and funding sources.
    • Experience managing program budgets and working with grant-funded projects.
    • People management experience, including supervising staff or coordinating project teams.
    • Strong organizational, planning, and problem-solving skills.
    • Excellent written and verbal communication skills.
    • Ability to operate effectively in a distributed, international team environment.
