    Who We Are

    Pomona Economic Opportunity Center’s (PEOC) mission is to empower low-wage immigrant workers in Pomona and across the Inland Empire (IE) – Riverside and San Bernardino Counties. We work towards a vision of a more just, equitable, healthier, safer, and welcoming society for immigrants and low-wage workers where they are no longer invisible or silenced, have a positive relationship with formal institutions, and have a more effective voice with policymakers, a society where all people have ample opportunity to thrive.     In addition to our three areas of work, we have two more departments: Community Building (CB) and Management. This position operates within the Management department.

    Position Summary

    The Finance Manager oversees contract administration for the organization to support fiscal stability, compliance, and effective stewardship of resources. This role manages budgeting, financial reporting, internal controls, cash management, contract tracking, and regulatory compliance. The position partners with the Executive Director, Accountant, and Program Directors to monitor organizational financial performance, support audits and tax filings, and align financial planning with strategic priorities. This role also manages the full contract lifecycle, including preparation, review, execution, compliance monitoring, renewals, and close-out activities. The Finance Manager supports accurate reporting, timely reconciliations, and strong cross-functional communication across departments and with external funders, vendors, and partners.

    Responsibilities

    • Support preparation, execution, and monitoring of the annual operating budget in collaboration with the Executive Director
    • Oversee development, implementation, and adherence to internal financial controls
    • Monitor monthly reconciliation of restricted and unrestricted revenue and expenditures
    • Partner with the Executive Director, Accountant, and organizational leadership to develop and implement financial plans
    • Support the Executive Director with salary and shared expense allocation
    • Lead financial and fiduciary processes in coordination with the Accountant
    • Prepare and present periodic financial and operating reports for the Executive Director and leadership team
    • Oversee compliance with financial regulations, tax filings, grant requirements, and annual audit activities
    • Manage payment and tracking systems, including cash receipts, cash disbursements, and payroll oversight
    • Develop and maintain cost allocation methodologies across departments and programs
    • Manage budget relationships with Program Directors, including reporting, variance analysis, and budget communication
    • Design and maintain cash management processes, including analysis of liquidity needs and surplus funds
    • Prepare financial forecasts using historical data, current conditions, and organizational planning assumptions
    • Prepare, review, execute, and support in negotiating contracts and agreements in accordance with organizational and legal requirements
    • Serve as the primary liaison between internal departments and external vendors, partners, customers, and funders on contract matters
    • Communicate contract terms, obligations, deadlines, and risks to relevant stakeholders
    • Track contract performance, expenditures, deliverables, renewal dates, and compliance requirements throughout the contract lifecycle
    • Manage contract close-out, extension, and renewal processes based on organizational needs
    • Maintain complete, organized, and secure contract records and documentation
    • Support continuous improvement of financial and contract management procedures

    Other duties as required

    Required Qualifications

    • Two (2) or more years of experience in accounting, budgeting, financial planning, financial analysis, or contract administration
    • Experience developing and analyzing financial statements, operating budgets, cash flow reports, and variance reports
    • Knowledge of contract lifecycle management and records administration
    • Proficiency in accounting, payroll, and/or contract management software including QuickBooks, Bill.com, Gusto, and others
    • Strong proficiency in standard office suite programs such as Excel, PowerPoint, and Word
    • Cultural competence working with immigrant communities, communities of color, LGBTQ communities, students, disabled workers, and older adult workers
    • Detail-oriented, analytical, responsible and self-motivated
    • Ability to analyze financial data and prepare clear, accurate reports
    • Excellent verbal, written, and interpersonal communication skills
    • Commitment to social justice and economic justice
    • Ability to work a flexible schedule, including occasional evenings and weekends

    Preferred

    • Bachelor’s degree in Accounting, Finance, Business Administration, Economics, or Public Administration
    • Two (2) or more years of experience in contract administration within a nonprofit fiscal environment
    • Experience supporting audits, tax filings, and regulatory compliance activities
    • High level of media, financial, and technological literacy
    • One (1) or more years of supervisory experience, preferred
