    Description

    Heifer International invites qualified consultants or firms to submit proposals to design and deploy an Adaptive Project Management Framework for its Transformation, Strategy & Communications (TSC) team. This engagement will support Heifer’s organizational transformation toward becoming a more agile, adaptive, locally led, and globally connected organization.

    The selected consultant will provide “Project Management as a Service,” including system diagnostic and selection (e.g., Asana, Airtable, Monday.com), architecture design, roadmap migration, dashboard creation, workflow automation, and team enablement. The framework must support adaptive, living systems dynamics rather than rigid waterfall planning. The consultant will serve as a fractional project leader and facilitator, ensuring interdependencies across transformation initiatives are visible, integrated, and strategically aligned.

    Performance Period: Four (4) months after agreement signing

    The ideal consultant will demonstrate:

    • Strategic FP&A Expertise: Proven experience transitioning organizations from

    backward-looking accounting to forward-looking, strategic resourcing and financial

    planning.

    • Documentation Excellence: Demonstrated ability to build client-friendly, transparent

    financial models that are intuitive to update and maintain.

    • Transformation Experience: Deep understanding of the temporary cost structures

    ("Scaffolding") required during major organizational change, with experience modeling

    the financial dynamics of transformation initiatives.

    • International NGO Experience: Familiarity with country office structures, regional hub

    operations, and non-profit cost allocation methodologies and constraints
