    Position: Senior Manager, Facilities and Capital Improvements

    Department: Operations

    Reports to: Chief Operating Officer

    Hours: Full-time (35 hours weekly)

    Position Summary:

    Under the supervision of the Chief Operating Officer, the Senior Manager, Facilities and Capital Improvements is responsible for overseeing the maintenance, safety, and capital improvement of Union Settlement’s program and administrative facilities across East Harlem. This includes direct supervision of one Facility Supervisor, management of daily facilities operations, and leadership of renovation and construction projects that support Union Settlement’s mission. The role is critical to maintaining welcoming, functional, and safe environments for our staff, program participants, and community members.

    Responsibilities:

    Facilities Operations & Staff Oversight

    • Manage day-to-day operations and maintenance of program sites, including early childhood centers, senior centers, administrative offices, and youth facilities.
    • Supervise, coach, and support Facilities Supervisors, ensuring effective coordination of custodial services, maintenance activities, preventive maintenance programs, and emergency response efforts.
    • Oversee building systems including HVAC, electrical, plumbing, elevators, and fire safety; ensure timely repairs and vendor responsiveness.
    • Conduct regular walkthroughs and inspections to ensure compliance with city, state, and federal regulations (OSHA, DOHMH, FDNY,[A3] etc.).
    • Oversee FDNY compliance, including permits, fire and life-safety systems, inspections, and renewals, while ensuring effective emergency response protocols and 24/7 coverage for critical facility incidents

    Capital Projects & Strategic Improvements

    • Lead the planning and implementation of capital improvement projects, including renovations, major repairs, and infrastructure upgrades.
    • Collaborate with architects, engineers, contractors, and city agencies (e.g., HPD, DYCD, ACS) to secure permits, funding compliance, and high-quality construction.
    • Track project milestones, manage budgets and timelines, and ensure stakeholder communication and approvals.
    • Advocate for and support ADA compliance, energy efficiency, and sustainability initiatives.

    Budgeting, Procurement & Compliance

    • Develop and manage annual facilities and capital budgets in partnership with the Finance Department.
    • Maintain accurate records of facility assets, warranties, inspections, and maintenance schedules.
    • Ensure compliance with all lease agreements, building codes, and insurance requirements.
    • Manage relationships with facility vendors, contractors, and service providers and timely response for building operations and capital improvement needs.
    • Negotiate, renew, and establish service agreements to ensure cost-effective pricing, quality performance, and preventive maintenance.

    Organizational Leadership & Communication

    • Serve as the primary liaison to internal departments on facilities-related needs and priorities.
    • Prepare regular reports on facility conditions, capital projects, and operational metrics for the COO and Board.
    • Participate in cross-departmental planning to align facilities strategy with organizational growth and program delivery.
    • Promote a culture of safety, accountability, and excellence across the facilities team.
    • Support organizational emergency preparedness, risk management, and business continuity efforts.

    Qualifications:

    • Bachelor’s degree in Facilities Management, Engineering, Construction Management, or a related field (or equivalent experience).
    • Minimum of 7 years of facilities operations and capital project management experience, with at least 2 years supervising staff.
    • Experience managing multi-site nonprofit or institutional facilities in New York City strongly preferred.
    • Strong knowledge of building systems, NYC building codes, public funding sources (HPD, HDC, etc.), and project management best practices.
    • Experience managing construction, renovation, and infrastructure projects from planning and procurement through completion and closeout.
    • Demonstrated ability to manage budgets, contracts, and multiple projects simultaneously.
    • Excellent communication, problem-solving, and leadership skills.
    • Proficiency in Microsoft Office, project management tools, and facilities tracking software.
