YOUR PURPOSE IN CREATING SOLUTIONS
The Operations Manager reports to the Site Director and is responsible for overseeing the day-to-day
operations of the facility, ensuring a safe, structured, and well-functioning environment for residents,
staff, and visitors. This role provides direct supervision to Senior Residential Aides, Residential Aides,
and Superintendents, ensuring staff performance aligns with program expectations and regulatory
standards. The Operations Manager coordinates facility operations, including environmental safety,
building upkeep, and compliance with all applicable city, state, and agency requirements. The role
ensures that preventative maintenance schedules are implemented, operational issues are addressed
promptly, and incidents are monitored, documented, and escalated as appropriate. Through strong
oversight and coordination, the Operations Manager supports efficient site operations and contributes to
maintaining a high-quality, compliant residential setting.
HOW YOU’LL DRIVE SOLUTIONS
- Reports directly to the Site Director and operates under general supervision, with significant
responsibility for independent decision-making in daily facility operations.
- Communicates daily with the Program Director for work-site assignments.
- Provides direct supervision to Senior Residential Aides, Residential Aides, and Superintendents,
including assigning duties, managing schedules, monitoring performance, and ensuring
compliance with agency policies and procedures.
- Participates in and supports the operations department with conducting facility walkthroughs,
room inspections, locker inspections, preparation for Callahan inspections, and other funder?related activities, as requested.
- Provides yearly ongoing support and training to operations teams (e.g., de-escalation strategies,
crisis intervention), with oversight from the Program Director.
- Identifies and recommends improvements to the Program Director to address gaps in the
operations team’s day-to-day activities (e.g., reinforcing search protocols, shift logs, issue
spotting).
- Provides training in accordance with DHS and HSNY requirements, with oversight from the
Program Director.
- Ensures Senior Residential Aides send communication emails to vacancy control.
- Oversees the accuracy of reporting bed vacancies to the DHS vacancy control unit.
- Works collaboratively with the food vendor and contracted security guards/leaders to improve
day-to-day safety and security of shelter operations.
- Facilitates team meetings in collaboration with the Program Director.
- Ensures the lobby, entrances, and common areas remain clear and free of loitering.
- Monitors and enforces site rules and operational protocols.
- Maintains 24-hour, 7-days-a-week on-call responsibilities.
Maintenance & Preventive Services
- Monitors and addresses building conditions to ensure cleanliness, safety, and compliance.
- Ensures the security and safety of the physical facility, both interior and exterior, independently
addressing routine operational and facility-related issues within the shelter by applying
established policies, procedures, and best practices in safety, maintenance, and security.
- Supervises maintenance staff, assigns work schedules, and evaluates performance.
- Prepares and monitors preventive maintenance schedules.
- Maintains accurate records of mechanical systems, including boilers, HVAC units, emergency
lighting, heating systems, wastewater pumps, smoke detectors, and carbon monoxide detectors.
- Notifies the Site Director of major repair needs related to plumbing, electrical, or structural
systems.
- Assists with minor construction and emergency maintenance when required.
- Submits repair requests and coordinates vendor services as approved.
- Exercises sound judgment in monitoring daily operations, resolving incidents, and implementing
corrective actions.
Staffing & Coverage
- Ensures adequate operations, security, and maintenance coverage across all shifts.
- Schedules relief staff as necessary to maintain operational continuity.
- Supports recruitment and onboarding efforts and training compliance for maintenance-related
staff.
- Offers ongoing guidance, training, and support to staff to maintain effective operations, safety
standards, and service quality.
Compliance & Documentation
- Reports all incidents promptly to the Site Director and appropriate leadership.
- Assists with fire drills, emergency evacuations, and emergency preparedness activities.
- Conducts and documents all mandatory evacuation drills and implements improvement measures
as needed.
- Escalates complex, high-risk, or non-routine issues, such as major safety concerns, system
failures, or compliance matters, to the Site Director or appropriate leadership, while collaborating
with internal teams and external vendors to ensure timely and effective resolution.
- Ensures Operational Critical Binders are in compliance with stakeholder regulations, including
ensuring all required permits, inspections, and certificates are current and properly maintained.
- Prepares purchase orders for maintenance supplies and equipment in accordance with agency
procedures.
- Conducts periodic inventory of maintenance tools, supplies, and equipment.
- Ensures compliance with agency policies, safety regulations, and licensing requirements.
QUALIFICATIONS BEHIND THE SOLUTIONS
- Associate’s degree or some college coursework required.
- Minimum of three (3) years of experience supervising a team. Five (5) or more years of
experience in building operations, fire safety, and/or maintenance. Demonstrated experience in
building management and facility operations.
- F-80 Certification (or ability to obtain) preferred.
KNOWLEDGE, SKILLS, COMPETENCIES
- Proficiency in written and spoken English required; Spanish proficiency strongly preferred.
Working knowledge of building mechanical and electrical systems, janitorial operations, and
facility maintenance.
