    REACH Mission and Values

    The REACH division at Evergreen Treatment Services works with individuals experiencing homelessness and behavioral health conditions to help them achieve stability and improved quality of life. The REACH mission is to foster community health and safety through outreach, relationship, healing interventions and systems advocacy for people who use drugs. REACH provides outreach-based-care coordination, multidisciplinary clinical services, and supports to access and maintain housing. All services are based on principles of harm reduction that offer respect and dignity to individuals moving through stages of change in their lives.

    REACH incorporates a racial equity lens that includes naming the impact and actively dismantling systems of oppression rooted in White Supremacy, while addressing the root causes perpetuating historical trauma and immense suffering in individuals’ lives. The division is committed to building a robust behavioral health response that diverts people away from jail by rebuilding community and providing services to ensure those presently marginalized aren’t just surviving, but able to thrive.

    REACH offers an array of services ranging from survival support provided where folks are living outside to linkages to essential resources such as housing, legal advocacy, health care, entitlements and easily accessible treatment for substance use disorders and mental health conditions to team-based long-term care management.

    Job Summary:

    • The Vice President is responsible for the overall operational and financial performance of REACH programs and services across the four domains of Outreach, Community Justice, Integrated Care and Housing. The Vice President of REACH is responsible for ensuring REACH services provide the highest quality care in an environment that not only promotes harm reduction, healing and recovery, but also seeks to address the larger racial and cultural inequities in the health care, criminal-legal and emergency shelter and affordable housing systems.
    • The Vice President of REACH reports directly to the Chief Executive Officer and serves as a member of the Senior Leadership Team and Directors Council. As such, the Vice President is expected to function as a thought leader within and outside of the organization, to design and lead key strategic initiatives for the REACH division, to actualize and grow the mission of the organization and to partner with Clinic Services leadership to deepen the social impact of the organization.
    • The Vice President provides supervision to the four domain directors, REACH psychiatrist, and the REACH Executive Assistant with the expectation that effective leadership is modeled for and developed in others.
    • The work environment is deadline orientated, dynamic, fast-paced and one must be able to quickly adapt to a continually evolving landscape and thrive in an autonomous role, yet intentionally seeks to bring others along for the sake of full transparency and buy-in.
    • This is a regular, full-time salaried exempt position as is not eligible for overtime. This position requires onsite presence and visibility at multiple service locations but with the understanding that working remotely is a temporary and/or occasional option if needed and/or requested.

    What you contribute to this role – Responsibilities:

    Help ETS succeed in carrying out our mission by working collaboratively with staff to transform systems of harm and inequity to create different approaches to improving community health and safety by addressing substance use and homelessness.

    Assist with the organization-wide initiative to reimagine our interconnectedness within our community to overcome the aspects of our society and organizational culture shaped by white supremacy and settler colonialism.

    Organizational and Strategic Leadership:

    • Contributes to — and sometimes leads — organization-wide strategic planning, implementation and review processes.
    • Delivers strategic recommendations to the CEO and members of the Senior Leadership Team as it relates to REACH operations and service efficacy.
    • Leads and supports efforts to advance racial equity and inclusion both within ETS and in the communities in which REACH operates.
    • Collaborates with all senior leaders to facilitate, optimize and maximize organizational capacity and impact.
    • Partners with the CEO to represent ETS and REACH in national, state, regional and city/county stakeholder and constituent groups, governmental agencies and professional/provider associations and coalitions.
    • Collaborates closely with the finance department to oversee the REACH budget, including strategic planning, day-to-day management, and comprehensive financial reporting.
    • Models communication leadership by being accessible, approachable, transparent and proactive in managing communications with participants, staff and external partners and stakeholders.
    • Attends monthly Board of Directors meetings and may be asked to staff a board committee or participate in a board led initiative as well as provides updates and performance reports as needed.

    REACH Strategy and Operations

    • Oversees REACH strategic planning processes in alignment with the ETS strategic plan.
    • Aligns REACH programmatic, clinical and operational structures to the ETS strategic plan.
    • Directs expansion and/or development of Outreach, Community Justice, Housing and Integrated Care programs and services.
    • Identifies and pursues opportunities for the strategic growth of REACH program services.
    • Provides sound operational oversight to all REACH programs and services in addition to REACH administrative operations and supports.
    • Oversees REACH policies and procedures in alignment with ETS parent policies (e.g., financial, human resources, IT, etc.) and ensures ongoing review, revision and adherence to REACH policies and procedures.
    • Designs, develops and implements a data driven approach to REACH operations including key performance indicator dashboards, performance reporting and annual client and organizational outcomes.
    • Sponsors and supports operational innovation and integration initiatives to include evidence-based and promising practices within a harm reduction framework.
    • Partners with the Chief Financial Officer to deepen the financial acumen of all budget managers through regular financial performance reviews, intentionally designed professional development learning opportunities, and budget building collaboration.
    • Serves as lead or co-lead negotiator for all contract reviews with funders.
    • Strong knowledge of government and community service contracts, including experience interpreting contract language, ensuring compliance with contractual obligations, monitoring performance metrics, and aligning program operations with funding requirements.
    • Partner with the design, development and implementation of employee learning and professional development opportunities.
    • Facilitates and supports third party/independent research into REACH programs and services.

    Communication, Collaboration & Decision Making

    • Invests in and builds strong interpersonal relationships with other senior leaders.
    • Listens well and communicates clearly and effectively in a proactive, and diplomatic fashion in ways that contribute to trust building and teamwork.
    • Communicates decisions in a clear, consistent, and transparent manner such that it is known not only when decisions are made, but also the reasoning behind them.
    • Utilizes sound judgement in making good decisions in a fast-paced, dynamic setting.
    • Meets, plans, and strategizes regularly with other senior leaders to identify and plan around service division goals and objectives, and to embed and infuse sound operational management strategies throughout the organization.
    • Demonstrates executive-level presentation skills and an ability to “capture the room.”

    Requirements

    What you bring to this role – Qualifications:

    Education and/or Relevant and Lived Experience (if applicable):

    • A master’s degree in social work, public health, applied behavioral sciences, public administration or a related field is required.
    • Demonstrated excellence in managing and supervising program operations in behavioral health, homeless services, criminal-legal system services or related fields, experience in community-based non-profit services is highly preferred.
    • Deep knowledge of and 10+ years of experience in harm reduction policies and practices.
    • 10+ years building and leading diverse management teams, and a proven record of transforming organizational culture with the goal of increased equity and employee engagement.
    • 10+ years experience operating in complex regulatory and high-risk environments.
    • 10+ experience in designing and implementing continuous quality improvement initiatives focused on measurable outcomes resulting in improved quality of life for program participants.

    Knowledge and Skills:

    • Have an understanding of racial justice and social equity and a commitment to helping create an equitable environment for all ETS participants and staff.
    • Ability to establish and maintain effective working relationships with participants and staff from a wide variety of ethnic, socioeconomic, and cultural backgrounds.
    • Strong interpersonal skills and verbal/ written communication skills.
    • Proven record of designing, developing and implementing effective new programs and services that serve vulnerable or marginalized populations.
    • Hands-on leader with deep integrity and a desire to work in a dynamic, mission-driven environment.
    • Unwavering commitment to developing the operational and programmatic knowledge base of others.
    • High level of initiative in keeping current with technological changes for efficiency and leverage.

    • Computer literate, with knowledge of Microsoft Office Suite (or equivalent suites such as Google Workspace), as well as a high level of initiative in keeping current with technological changes. Specific skills needed include working knowledge of Microsoft WORD, Excel, Outlook, in addition to PowerPoint and Datarails.

    Additional Essential Information:

    Physical Conditions and Requirements:

    • The employee may be exposed to illicit drug residues and fumes or other bio-hazardous materials when carrying out job functions. There is also potential for exposure to bloodborne pathogens. ETS will provide employees with appropriate training to limit the risk of exposure to bloodborne pathogens. Policies and procedures are in place addressing each item specifically.
    • The employee is regularly required to sit; use hands to finger, handle or feel objects, tools, or controls; reach with hands and arms and talk or hear; frequently required to stand, walk, and kneel; occasionally to climb balance, or stoop; rarely to crouch or crawl.
    • The employee must occasionally lift and/or move up to 30 pounds. Specific vision abilities required by this job include close, color, and peripheral vision and the ability to adjust focus. The noise level in the work environment is moderate.

    Equipment Used:

    Computer, photocopier, fax machine, phone, and use of the program vehicles.

    Possible use of a program vehicle, for which a valid Driver’s License and acceptable driving would be required.
