About R-Cities
R-Cities is a global network of cities, Chief Resilience Officers (CROs) and partners working to scale urban resilience solutions. Embedded in city governments, CROs shape how cities plan, invest and act. Through R-Cities, they share what works, test new approaches and connect city-led action with global investment.
Building on more than a decade of experience, we support over 100 cities across more than 40 countries to withstand challenges, adapt to change and thrive. R-Cities operates through a US 501(c)(3) nonprofit and a Netherlands-based Stichting.
About the team
Cities are where Europe’s climate goals succeed or fail. R-Cities’ European Programmes Team helps cities test and scale solutions for climate adaptation, resilience and a circular, nature-positive economy. Working with cities, universities, research organisations and businesses, we deliver a portfolio of Horizon Europe and other EU-funded projects. We connect research and innovation with city priorities, bring practical experience into projects and turn findings into action.
We are looking for a Manager – Communications (EU Programmes) to help these insights and solutions reach the people who can put them to work: city leaders, researchers, funders and EU policymakers.
The role
As Manager – Communications (EU Programmes), you turn the results of our EU-funded projects into compelling stories and policy-relevant messages that amplify cities’ work and strengthen R-Cities’ voice in Europe. You are part of R-Cities’ global communications team and report to the Lead – Partnerships & Strategic Communications, who guides brand, messaging and channels and helps project content reach wider audiences through R-Cities’ platforms. For day-to-day work and programme delivery, you are guided by the Lead – Climate Resilience Europe, who sets priorities across the European portfolio. You work closely with the Associate – Climate Resilience Europe, Project Managers and consortium partners.
You lead communication and dissemination where R-Cities holds responsibility, and coordinate our contributions where partners lead. Across multiple projects, you keep plans, content and deliverables on track, meet grant requirements and ensure funder visibility.
What you will do
Dissemination and visibility strategy (30%)
You own:
- R-Cities’ input to each project’s plan for dissemination, exploitation and communication, and the communication tasks R-Cities leads across projects such as CORRAL, Commit2Green, LandPrint, UrbanAir and NetZeroCities.
- Compliance of all R-Cities communication materials with EU visibility and funding acknowledgement requirements.
- Tracking of communication and dissemination KPIs, deadlines and evidence across the programme portfolio.
You contribute to:
- Communication and dissemination sections of new proposals, at the request of the relevant Project Manager.
Deliverables and reporting (30%)
You own:
- Communication deliverables where R-Cities is the lead partner, such as factsheets, briefs, videos, web content and reports, delivered on schedule to the consortium for submission to the European Commission.
- Websites and social channels where R-Cities is responsible for them.
You contribute to:
- Communication deliverables led by other partners, and the communication sections of periodic and technical reports prepared by Project Managers.
Content, storytelling and advocacy (25%)
You own:
- Stories, case studies and visuals that show what the projects achieve in cities, for consortium and R-Cities’ channels.
- Policy-relevant outputs such as policy briefs and key messages for city and EU policymakers, developed with Project Managers.
- R-Cities’ participation in joint communication with consortium partners, sister projects and the EU Missions.
Events and outreach (15%)
You own:
- Planning and delivery of dissemination events R-Cities leads, and the communication side of project meetings and reviews.
- R-Cities’ presence at relevant EU events, such as the European Urban Resilience Forum.
You contribute to:
- Stakeholder and city engagement led by Project Managers.
Percentages are indicative and may change as the role develops.
What you bring
You combine communications creativity with a strong understanding of EU-funded projects. You manage deadlines, grant requirements and partner contributions confidently across multiple consortia without losing sight of the story. A clear, engaging writer, you turn technical research into stories and insights that resonate with city leaders and policymakers, raising the profile of our programmes and R-Cities.
Essential:
- A bachelor’s degree in communications, journalism, marketing or a related field.
- At least four years of professional communications experience, including direct responsibility for communication and dissemination.
- Demonstrated experience delivering communication plans and outputs to funder deadlines.
- Experience coordinating communication activities across multiple partner organisations.
- Excellent written and spoken English, and the ability to turn technical or research content into clear, engaging communication for non-specialist audiences.
- A portfolio or links to at least 3 examples of written, digital and visual content, with your contribution to each clearly identified (to be submitted with your application; see How to apply).
- Experience organising virtual and in-person events.
Valued:
- Experience in climate adaptation, urban resilience, circular economy or a related field, in a nonprofit, local government or academic setting.
- Experience translating research findings into policy briefs, advocacy materials or messages for policymakers.
- Familiarity with EU climate and urban policy, including the European Green Deal and EU Missions.
- Experience in EU-funded projects (Horizon Europe, Horizon 2020, LIFE, Interreg or similar).
- Professional working proficiency in another European language.
- Experience submitting deliverables through the EU Funding & Tenders Portal.
- Experience organising events or conferences for EU-funded projects.
- Practical graphic design and video editing skills, supported by examples.
