    Position Summary

    The Clinical Director is a senior leadership position responsible for overseeing and implementing Into the Light’s clinical strategy as the organization transitions into a Medicaid-enrolled Community Support Services Provider (CSSP) and achieves CARF accreditation. This role provides clinical oversight, systems leadership, and compliance management for behavioral health services serving survivors of sex trafficking and exploitation.

    The Clinical Director works collaboratively with the Executive Director and Directors of Advocacy to ensure clinical services, documentation, and workflows meet Medicaid and CARF standards while preserving Into the Light’s relationship-based advocacy model.

    This position does not provide direct supervision of advocacy staff. Advocacy personnel remain under the supervision of the Directors of Advocacy. The Clinical Director provides consultation and guidance related to clinical compliance, Medicaid requirements, and accreditation standards.

    Qualifications

    • Master’s Degree or higher in a Behavioral Health field
    • Active Arkansas clinical license in good standing (LCSW, LPC, LMFT, Psychologist/PhD)
    • Minimum 5 years post-graduate clinical experience
    • Minimum 2 years of clinical management or supervisory experience
    • Demonstrated knowledge of:
      • Medicaid behavioral health systems
      • Clinical documentation and compliance requirements
      • Quality assurance and utilization review
    • Experience with CARF accreditation strongly preferred (or demonstrated ability to lead accreditation processes)
    • Commitment to Into the Light’s Mission, Guiding Principles, and Statement of Faith

    Primary Responsibilities

    Clinical Strategy, Medicaid Readiness & Accreditation

    • Partner with the Executive Director to develop and implement a clinical strategy aligned with Into the Light’s mission, vision, and long-term sustainability goals
    • Lead the organization’s preparation for and achievement of CARF accreditation
    • Develop, implement, and maintain clinical policies, procedures, and workflows required for:
      • CSSP certification
      • Medicaid enrollment, billing readiness, and compliance
      • Ongoing regulatory audits and quality reviews
    • Ensure clinical operations remain within established counseling budgets and designated revenue streams

    Clinical Oversight & Service Delivery

    • Conduct clinical assessments and provide counseling services when indicated
    • Develop treatment plans that authorize QBHP services and provide clinical oversight through discharge
    • Ensure trauma-informed, survivor-centered, and faith-integrated clinical care
    • Maintain licensure in good standing with the State of Arkansas
    • Complete all required Medicaid-mandated trainings, including Relias, and ensure compliance with continuing education requirements

    Work Schedule & Conditions

    • Full-time position with nontraditional and flexible hours, including on-call responsibilities and occasional weekend availability
    • Travel required across service regions
    • Flexibility both required and supported to meet client, staff, and organizational needs

    Clinical Leadership & Staff Development

    • Provide direct supervision and clinical oversight of licensed clinicians, contract counselors, MHPs, and QBHPs involved in Medicaid-billable services
    • Facilitate weekly group consultation for ITL contract and staff counselors
    • Develop and oversee clinical training plans for behavioral health providers
    • Recruit, train, schedule, and support counseling staff, including After-Hours Teams
    • Foster a culture that supports staff mental, emotional, spiritual, and professional well-being

    Quality Assurance, Compliance & Data Oversight

    • Oversee Annual Quality of Care Reviews for clinical services
    • Conduct Quality Record Reviews for clinical providers and implement corrective action plans as needed
    • Ensure accurate and timely clinical documentation within Medicaid-approved systems and electronic health records
    • Monitor clinical service delivery to ensure compliance with Medicaid, CARF, grant, and organizational requirements
    • Provide required clinical and performance data to ITL leadership to support accountability and reporting

    Organizational Leadership & Collaboration

    • Collaborate with the Executive Director and Directors of Advocacy to align clinical practices with Medicaid and CARF requirements
    • Provide clinical consultation and guidance to advocacy leadership to support compliance and coordinated care
    • Support interdisciplinary collaboration between clinical and advocacy teams while maintaining clear role boundaries
    • Assist Directors of Advocacy in understanding Medicaid-related requirements that impact referrals, service coordination, and documentation
    • Represent Into the Light in accreditation-related activities, community meetings, and professional settings as requested by the Executive Director

    Scope of Authority

    • The Clinical Director has direct supervisory authority over licensed clinical staff, contract clinicians, and behavioral health providers billing Medicaid
    • Advocacy staff remain under the supervision of the Directors of Advocacy
    • The Clinical Director provides consultation and guidance related to clinical compliance, Medicaid requirements, and accreditation standards but does not manage advocacy personnel

    Ethical Conduct & Policy Compliance

    • Adhere to the AACC Code of Ethics and Into the Light’s Ethical Code of Conduct
    • Review and comply with all agency policies and procedures
    • Ask questions when clarification is needed to ensure ethical and compliant practice

    Training & Orientation

    • Complete agency orientation within the first 30 days of employment
    • Complete all assigned trainings by established deadlines
    • Participate in ongoing professional development as required by role and licensure
