    About Us

    Since 1973, the Council on Aging - Southern California has been a trusted source of unbiased information, programs and services for adults and their families. Whether you’re facing a crisis with a parent or loved one or you’re in need of assistance navigating the aging experience, we're here to help.

    Programs:

    • Health Insurance Counseling and Advocacy Program (HICAP) - Provides FREE unbiased individualized counseling as well as educational events to help Medicare recipients maximize benefits, understand health plan choices and resolve denial of benefits.
    • Long-Term Care Ombudsman Program - Advocates for the rights and dignity of Orange County’s older and disabled adults living in skilled nursing & residential care facilities.
    • ReConnect Program - Reintegrates isolated and older adults into the community, incorporating healthy and meaningful activities into their regular lifestyles.
    • SmileMakers Guild - Mobilizes community support and provides holiday gifts to residents of skilled nursing and residential care facilities.
