    ICD is a privately funded, nonpartisan, 501(c) 3, nonprofit organization that provides leadership, education, and advocacy to empower America's diverse rural, mid-sized and large cities in order to revitalize their communities. Our mission is to be an economic and social capital advocate for underserved communities and a catalyst to increase community capacity in order to facilitate neighborhood development, business development, healthcare and educational solutions. Through education, capacity building, access to health care, and community development, we strive to enhance the quality of life of underserved populations. ICD envisions a nation of healthy, enlightened, and financially empowered communities.
