    The ICJ Projectis a joint intergovernmental civil society initiative. Its mission is to promote the International Court of Justice’s attainment ofReferral Jurisdiction. This new form of jurisdiction would allow states to routinely secure advisory opinions of the Court in their disputes with fellow states. Presently, aggrieved states do not have the power to request advisory opinions of the Court, and they can only secure binding opinions if the state they are suing happens to have consented to let the Court resolve the kind of matter at issue.
