    To assist low-income people to become self-sufficient, to alleviate the effects of poverty, and to assist low-income people to participate in the decisions that affect their lives. CTI is a private, non-profit corporation established in 1965 for the specific purpose of striving for full economic and social potential of low-income and elderly people in the agency's service area. The agency helps people help themselves by providing advocacy, job training, pre-school education, nutrition programs, elderly volunteer activities, provides day care, fuel assistance and weatherization as well as affordable housing and shelters for the homeless.
