    The South Central Community Action Program is a nonprofit organization based in Bloomington, Ind. that has served low-income people for more than 50 years. Our mission is to provide opportunities for low-income individuals and families to achieve personal and economic independence.

    SCCAP administers Thriving Connections, Growing Opportunities and Head Start in Monroe County, and also operates the Energy Assistance, Weatherization, Health Insurance Enrollment, Individual Development Account and Section 8 programs in Monroe, Morgan, Owen and Brown counties. It serves more than 4,000 families annually, representing more than 9,000 individuals.
