    To develop knowledge and new methods applicable to reducing the risk of acquiring and spreading HIV/AIDS, hepatitis, and other serious infectious diseases associated with illicit drug use and high-risk sexual behavior. To provide services shown to reduce the likelihood of contracting these infections; make available prevention programs, medical care, and other services for persons at-risk for and living with these infections and address racial, ethnic and socio-economic disparities in prevention, health and health care.
