     PHAR is a Charlottesville-based non-profit organization with the mission of educating and empowering low-income residents to protect and improve our own communities through collective action. We are a resident-led organization, working in the context of Charlottesville’s long history of systemic racism which has kept Black residents marginalized. PHAR’s Board of Directors and staff work to ensure that public housing residents know their rights and are at the table for all decisions that impact their lives.
