About Us

The Office of the State Superintendent of Education (OSSE) is the agency whose mission is to remove barriers and create pathways for District residents to receive a great education and prepare them for success in college, careers, and life. OSSE plays many roles in the lives of children, teens, and adults seeking an education in the District of Columbia. The agency sets statewide policies, provides resources and support, and exercises accountability for all public education in District of Columbia. The Workforce Investment Council (WIC) serves as the public-private partnership empowered to advise the Mayor on the development, implementation, and continued improvement of an innovative, integrated, and effective workforce development system. The WIC is charged with assisting the Mayor and District agencies in developing a demand-driven system and programs to meet the workforce needs of business and industry, support career development and self-sufficiency, and enhance the productivity and competitiveness of the District’s workforce. OSSE and the WIC are partnering via the grant competition to fund eligible providers of demonstrated effectiveness to offer innovative integrated education and training services to District residents to fulfill the requirements of the District of Columbia WIOA Unified State Plan.
