  • Mission

    The primary objective of STAR is to aid in the rescue and rehabilitation of abused and abandoned dogs, to help stop the over population of dogs, to provide humane care and treatment for all dogs needing protection in the area served by STAR and to seek suitable rescues/adopters for homeless dogs.

    About Us

    Created in 2006, STAR is a non-profit organization dedicated to saving the animals of Rowan County, Kentucky. STAR is made up entirely of volunteers. Since our inception, STAR has become recognized for our excellent work and have strong support locally, nationally and even on the international level. STAR has made the Tri-County Animal Shelter a shining example of how rescue groups and county government can work together for the benefit of the animals and community. Since STAR's involvement, the Shelter has dropped from a 95% euthanasia rate down to <3% for dogs.

    To accomplish this, we work with rescues throughout the northeastern states and have weekend transport available on a regular basis.

    We are seeking volunteers to foster dogs and puppies, drive on transports to OH, MD, and Lexington KY areas, and people to help with local or online fundraising efforts. See our volunteer listings for details.
