  • Mission

Changing generations of social and financial injustice into generations of financial security through home and business ownership For: Families kept from home ownership by official policies and social prejudices. Public servants — hospital workers, teachers, sheriff’s deputies, service industry employees, etc. — who can’t afford to live here. The elderly whose care of others has greatly depleted their financial resources.

    About Us

C4 was created as a mission of All Saints Episcopal Church after an examination of its values to discern God’s will for this parish. As a Christian community privileged to worship in a colonial church built by the hands of slaves, and still enjoying many of the benefits of that disturbing heritage, All Saints developed a growing understanding that the analogues to those privileges are the real, continuing, generational effects of slavery for descendants of the people who built its church. All Saints was called to address those ongoing injustices by pragmatic means. It was clear that only community-based solutions had a chance of success. Consequently, All Saints established a 501(c)(3) public charity, now composed of volunteers broadly representative of this rural community adjacent to the cities of Washington, DC, and Annapolis, Maryland. Recognizing the crucial role of home and business ownership in moving people from backgrounds of poverty to financial stability across generations, this became C4’s principal engine for success, inviting victims of injustice whose personal character suggests they can succeed although currently unlikely to qualify for mortgages.
