    Tri-Valley Opportunity Council, Inc. (TVOC) Migrant Head Start & Early Head Start programs provide comprehensive education, health, nutrition, parent involvement and social services for infant, toddler and preschool children of migrant and seasonal farm workers. Children of migrant farm workers change their residence and geographic location as their parents follow the agricultural work opportunities. With offices in Apple Valley and Crookston and centers located in areas of Minnesota with high migrant populations, TVOC strives to ensure high-quality programs for all the children and families we serve.
