    PACA is committed to helping solve the greater problem of pet overpopulation. By using and advocating strong sterilization policies, implementing aggressive adoption programs and promoting active community involvement, PACA effectively participates in improving the lives of animals in our community.

    About Us

    The People's Anti-Cruelty Association (PACA) was founded in 1973 as a non-profit, no-kill animal rescue organization. It was created to provide a safe haven for homeless dogs until a permanent home was found. PACA is the oldest No-Kill animal rescue organization in the state of New Mexico. Albuquerque Animal Rescue (AAR) was created in 1992 as the community outreach division of the organization and added the rescue of cats to the venue. AAR focuses on the adoption phase of the animal rescue work. PACA/AAR relies on foster care to provide a safe, home type environment until a permanent home is found.
