    Medicare can be complex and confusing. Orange County’s Health Insurance Counseling and Advocacy Program (HICAP) provides FREE unbiased information and assistance to Medicare beneficiaries, their families and caregivers. HICAP Counselors help individuals understand their Medicare benefits and identify coverage options that best meet their needs. All counselors are trained and state-registered to provide Medicare counseling. HICAP does not sell or endorse insurance products.

    In addition to counseling services, HICAP provides education to the public on Medicare related topics. HICAP is a program of Council on Aging – Southern California.
