Water is Life!

Southeast Rural Community Assistance Project, Inc.'s (SERCAP) Mission is: To improve the quality of life for low-income individuals by promoting affordable water and wastewater facilities, community development, environmental health, and economic self-sufficiency.

Founded in 1969 as the Demonstration Water Project under the umbrella of TAP (Total Action Against Poverty), the organization set out to identify communities in the greater Roanoke Valley of southwestern Virginia that were not receiving adequate access to clean safe drinking water and wastewater services. Later, the agency expanded statewide and became known as the Virginia Water Project. As VWP continued to grow and develop more programs and services for low-income rural residents the agency expanded once again to cover seven southeastern states and became Southeast Rural Community Assistance Project, Inc. as part of the national RCAP network.
