    The Community Ambassador Program (CAP) is an an initiative of the Office of State Representative Tony Payton, Jr. that has as its goal the empowerment of communities in Philadelphia. With the support of Rep. Payton, CAP volunteers organize and lead block cleanups, vacant lot takeovers, blight remediation projects, beautification of parks and community garden, self-empowerment workshops, and leadership programs.
