Established in 1963, the Higher Horizons Head Start & Early Head Start program provides quality early childhood development and family services to low income families who meet the federal poverty guidelines. Higher Horizons is a community based non profit organization in the Falls Church/Bailey’s Crossroads community of Fairfax County, Virginia. The agency is a delegate agency of the Fairfax County office for Children.
