    CIRC represents a broad coalition whose members are deeply committed to immigration reform and to fostering civic participation from all segments of society on the subject of immigration, political asylum, and in welcoming refugees from around the globe. Founded in 1996 and based in Hartford, Connecticut our central mission is to serve Connecticut's dynamic community of immigrants with the help of our small but mighty staff and dedicated volunteers.
