    Oxfam in Africa – Monitoring, Evaluation, Accountability & Learning (MEAL) Advisor

    Mandate duration: 12 months Start date: As soon as possible

    This is a 12-month mandate in Ghana-Tamale

    The mandate is under the Equality in Action Volunteer Cooperation Program (VCP), which takes place in in about ten countries in Africa, Latin America, and Middle East over an eight-year period (2020-2028). The VCP aims to increase the involvement of local partners in inclusive, innovative, and sustainable initiatives that will advance gender equality. Oxfam's role is to support these organizations, working with the most vulnerable and marginalized people, to claim and exercise their rights. Oxfam places the rights of women, girls, and vulnerable and marginalized people at the heart of everything it does.

    Here’s what your daily life will look like:

    In close collaboration with the OiA (Oxfam in Africa) programme team members and the Programme Effectiveness and Innovation (PE&I) team, the Advisor will be responsible for providing technical support to programme teams across Oxfam in Africa as follows:

    • Work with the OiA PE&I team to develop OiA strategy MEAL Framework.
    • Work with countries and Affiliates to deliver MEAL engagements in alignment with a regional MEAL framework.
    • Support country teams establish and/or maintain standardized data collection processes and tools to enable consistency and comparability of data across all countries.
    • Offer technical support in design and implementation of monitoring and evaluation systems at both regional and country levels.
    • Work closely with Programme Quality Advisor to establish a community of practice among countries to facilitate a culture of continuous learning and adaptation within the project.
    • Work closely with PE&I team in capacity strengthening for country and partner teams in MEAL, data generation, documentation, analysis, and reporting

    For this mandate you must:

    • Be a Canadian citizen or have permanent resident status in Canada
    • Have university degree in social sciences, monitoring and evaluation, or any relevant fields.
    • Have 5 years of relevant experience in monitoring and evaluation of emergency and/or development projects/programs.
    • Have proven expertise in qualitative and quantitative survey methods with ability to use data visualization tools like PowerBI.
    • Demonstrate strong analytical skills, data quality assessments, data analysis using statistical software including at least one of the following: SPSS, EViews, or Stata.
    • Be fluent in English and French, spoken and written.
    • Master the Microsoft Office Suite.
